etc. She believed that a Study Session was warranted to discuss Boards and Commissions.
Ms. Ricci stated that they are an asset, are underutilized and there is not enough reporting on
them. She said that the study session may consist of the process for membership and how to
better utilize the Boards and Commission. Some commissions are really harder to man than
others and people are waiting in line to get on board.

The Mayor responded to Ms. Ricci stating that she and Mr. Sharpe had discussed having a
Study Session. She said that some of the Boards and Commission requires having a certain
expertise that has not always been provided in the past and others ask for some background
experience. The Mayor said that she would hope that all members of Council would recognize
that other Councilmembers are giving their opinions and when they are asked to vote, they
should feel free to vote their convictions. She said that they would schedule a Study Session
when possible.

The Mayor said that she attended the returning artist session for the Arts and Letters
Commission noting it was well attended. She also said that Fair U City is always looking for
more volunteers. She asked people to take a moment to contact her regarding a young
woman named Jessica Washington, a University City resident and one of her former Girl
Scouts at Delmar-Harvard. Jessica is at Incarnate Word Academy and looking for support for
being part of a people-to-people exchange in the coming year. She and her mother Bridgette
Washington live on Sutter. Mayor Welsch said if anyone is interested in helping this bright
young girl to get a chance of a lifetime, to contact her.

Q. ADJOURNMENT
Mayor Welsch adjourned the meeting at 7:23 p.m.

Joyce Pumm, MRCC
City clerk
7
