<br /> <br />CITY OF UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />February 13, 2012 <br /> <br />th <br />The Council Study Session was held in the Chambers, 5 floor of City Hall on February 13, <br />2012. Mayor Welsch called the Study Session to order at 5:37 p.m. In addition to the <br />Mayor Shelley Welsch, the following members of the Council were present: <br /> <br />Mr. Terry Crow <br />Ms. Lynn Ricci <br />Mr. Arthur Sharpe <br />Mr. Byron Price arrived at 5:55 PM <br /> <br />Mr. Stephen Kraft was unexcused. Mr. Michael Glickert was excused. <br />Also in attendance were City Manager Lehman Walker and John Holt from H3 Studio. <br /> <br />Mr. Walker introduced the consultant Mr. Holt from the H3 Studio who gave the presentation <br />on the Parkview Gardens sustainability plan. <br /> <br />Mr. Holt noted his presentation would be going through the key findings of the process to <br />date and on the implementation strategy. Points in Mr. Holts’ presentation are as follows: <br /> <br /> Parkview Garden is a sustainable and accessible community for a HUD-DOT <br />partnership for Sustainable Communities <br /> <br /> The grant application and the planning process was one of the early-action <br />implementation items specified in the Parkview Gardens Parks and Open Space <br />Plan. <br /> <br /> The project’s objective sustainability planning looked at three areas: Environment, <br />Equity and Economy. Mr. Holt basically covered the physical development plan in <br />this presentation <br /> <br /> The planning was a 5 stage process: 1. Site analysis, 2. Guiding livability Principles, <br />3. Envisioning a sustainable future, 4. Draft sustainable development plan and 5. <br />Final sustainable development plan of where they are now at. <br /> <br /> Public Hearings were held and of the three options of development presented; the <br />mixed-use & residential market was chosen. <br /> <br /> Challenges yet are affordable housing and active aging. <br /> <br /> The vision is based upon the neighborhood becoming a premier transit-oriented <br />sustainable neighborhood by building upon its rich history; unique assets of buildings <br />and parks; the arts and culture; the entertainment corridor of the Loop; and its <br />adjacency to University City’s Civic Center, Washington University North Campus <br />and adjacent businesses, parks and neighborhoods. <br /> <br /> University City has consistently outperformed market potentials with its real estate <br />values. This project includes a housing mixed: high density condos, attached <br />townhomes, and flats. <br /> <br /> Future market potential consists of a housing mix; higher rents to be economically <br />sustainable; and the market will support an additional 1300 new units (350 affordable <br />units, 500 student housing units and 1500 renovated units.) <br />1 <br /> <br /> <br />
