etc. Ms. Jensen said for the record that she does not always agree with City Council but she <br />does support the work of the Mayor, City Manager and Councilmembers. Her letter is <br />attached at end of these minutes. <br /> <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace spoke about the ICMA allegations of the City Manager. He went through each ICMA <br />allegations and noted the City Manager did not violate any Tenets claimed by the ICMA. Mr. <br />Pace said that the previous City Manager was in violation of many of ICMA Tenets but was <br />never sanctioned. <br /> <br />Beth Martin, 410 Melville <br />Ms. Martin was present to express her disappointment in the City Manager’s actions that led to <br />unethical sanctions against him by the ICMA. She said that she is also disappointed in the <br />Mayor and Ms. Ricci for communicating with the City Manager that led to the sanctions. <br /> <br />Acme Price, 8236 Balson <br />Mr. Price was present to show full support of the Mayor and the City Manager. He said that <br />the City Manager should be measured by the work he has done. <br /> <br />Stefany Brot, 8145 Cornell Ct. <br />Ms. Brot said that Lehman Walker is the best City Manager that she has known and worked <br />with and is a fair person. Ms. Brot said that when she was on Council, she was mistreated by <br />the previous administration by being threatened and kept uniformed. She said that U City has <br />a great Council and an excellent City Manager and hoped that the negative publicity stops. <br /> <br />Edward McCarthy, 7101 Princeton Avenue <br />Mr. McCarthy talked about the budget and said that currently U City has 10 million plus dollars <br />in reserves. He said that the Bonds that were recently refinanced should have been paid-off <br />with the reserve money, to save the interest. He said the reserve money could also be used to <br />pay pension obligations or street repaving in the City. Mr. McCarthy voiced his opinion and <br />said that he wanted Lehman Walker to continue as City Manager. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price inquired about the flood buyout on Wilson. He asked the City Manager if the excess <br />funding was listed in the budget, how much it was and would this money be used for additional <br />flood buyouts. Mr. Walker said that he would report back with the specific amount of money <br />that was reserved for future flood related issues, but believed it was in the range of $400,000 <br />to $500,000. He also said that it was not a line item in the budget but the money was <br />allocated accordingly. <br /> <br />Mr. Sharpe asked Mr. Walker about the two homes that are left. Mr. Walker said that one was <br />rental property and the City has not been able to contact the owner. He said that the owner of <br />the other one did not wish to sell. <br /> <br />Ms. Ricci said that she is really disappointed in the citizens that wished to stir the pot. She <br />said that there was absolutely nothing to hide. Ms. Ricci emphasized that the level of sanction <br />that the City Manager received from the ICMA organization was too severe. She said that Mr. <br />Walker is an educated, hard-working, stand-up person who looks out for what is the best for U- <br />City. Ms. Ricci said the budget has been received earlier than provided by the previous <br />administration, with a $400,000 surplus. She said that there have been so many <br />improvements and the City is in a better situation than it was four years ago. <br /> <br />7 <br /> <br />
