<br />Ms. Ricci stated the ICMA contradicted the Council’s mission of serving the residents of the City <br />and she said that the Council should cease any future involvement with them. Ms. Ricci noted that <br />even though the membership is paid by the City, the residents could not log into their website. She <br />said that the ICMA’s suggested City Manager’s contract, protects the City Manager to the <br />detriment of the City. Ms. Ricci asked for the record that the names of the complainers and the <br />City they represent be listed in these minutes. They are: <br /> <br />Matthew Conley, City Administrator of City of St. Ann <br />Michael Herring, City Administrator, City of Chesterfield, <br />Amy Hamilton, City Manager, City of Richmond Heights <br />Robert Kuntz, City Administrator of City of Ballwin <br />Douglas Harms, City Administrator of City of DesPeres <br />Martin Corcoran, City Manager, City of Maplewood <br />Kent Leichiter (retired) <br /> <br />Ms. Ricci said she found it absurd that Mr. Walker was sanctioned yet Julie Feier was not for her <br />derogatory emails about a Councilmember or for leaving her post at U City after 15 months. She <br />said she could not understand the severity of the sanction in view of the ICMA’s website showing <br />this level was reserved for such things as fraud, embezzlement, DWI, and altering documents. Ms. <br />Ricci said that case.net shows the Chair of the Missouri Division of IMCA, Mr. George Llyheos City <br />Administrator of Rock Hill with a DWI and a warrant for his arrest for failure to appear in court. Ms. <br />Ricci also has receipts showing Mr. Corcoran of Maplewood charging his City for alcohol, let alone <br />charging the City more than what he actually paid. Ms. Ricci noted that the Board rosters for <br />SLAIT, MCMA and STLCMA consisted of the complainers, fact finders and former U City <br />Administrators sitting together on these boards. She noted that when she appeared for her <br />deposition, Mr. Llyeos said to her, “I know all about you” noting that she had not met him <br />previously. Ms. Ricci asked to state for the record that there was no way Mr. Walker could get a <br />fair hearing. She proposed that the Councils of the Cities be notified of the actions of their City <br />Manager/Administrator and the possible negative impact these actions may have on future Council <br />relationships and Joint Municipal collaborations. <br /> <br />Ms. Ricci moved for Council to send a letter to the subject municipalities notifying them of the <br />actions of their City Managers/City Administrators, resulting in the risk of the possible deterioration <br />of Municipal relationships, and seeking assurances of Councils that their employees would refrain <br />from interfering in the internal affairs of University City. Mr. Glickert seconded the motion.
