VERSION 2

from “SR”- Single Family Residential District, to “GC” – General Commercial
District passes.

The application is a combined one: a rezoning (map amendment) for the rear
portion of the lot at 7745 Olive, followed by a Site Plan Review for the new parking
lot layout. If upon the public hearing the property was rezoned, I will need a
separate motion approving the reconfiguration of the parking area layout. As
presented the site plan approval will include substantial landscaping and privacy
fencing along the residential side of the property. Approval will allow the
expansion of the parking lot into 7745 Olive (from 7733 Olive). Site Plan Review
for the parking lot layout is an administrative procedure that is reviewed by Staff
and City Council and is technically not a "public hearing". The Site Plan Review
portion of the application was not reviewed by Plan Commission, although they
were made aware of it. The Site Plan Review requires a motion by City Council for
approval.

2.
Human Resources Director, Yolanda Williams, will provide an update to Council on
our proposed wellness program.
3.
At the November 8, 2006, meeting, the Traffic Commissioners voted unanimously to
recommend to the City Council that the residential parking permit system be
implemented, along the west side of the 1200 block of Sutter Avenue from 7 a.m. to
1 p.m. and from 3 p.m. to 9 p.m., Monday to Saturday. At the September Traffic
Commission meeting the commissioners approved a stop sign for southbound Gay
Ave. at the intersection of Mapleview.

J. BILL 8917
— AN ORDINANCE AMENDING CHAPTER 8.28 OF THE
MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO
PROPERTY MAINTENANCE, BY REPEALING SECTION 8.28.020
SUBSECTION 304.17 THEREOF RELATING TO SECURITY BARS, GRILLES
OR SCREENS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE
KNOWN AS "SECTION 8.28.020 SUBSECTION 304.17 SECURITY BARS,
GRILLES OR SCREENS," BY AMENDING SAID SECTION SO AS TO ADD
SAID RESTRICTION TO INCLUDE THE AREA KNOWN AS “THE LOOP
BUSINESS DISTRICT” ENCOMPASSING THE 6200 THROUGH 6800 BLOCKS
OF DELMAR, AND THE 500 THROUGH 600 BLOCKS OF TRINITY,
KINGSLAND, LELAND, MELVILLE, WESTGATE, LIMIT AND/OR EASTGATE IN
UNIVERSITY CITY, MISSOURI; CONTAINING A SAVINGS CLAUSE AND
PROVIDING A PENALTY.

2.
