ORDINANCE NO. <br /> <br /> <br />AN ORDINANCE AMENDING CHAPTER 8.28 OF THE MUNICIPAL <br />CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO PROPERTY <br />MAINTENANCE, BY REPEALING SECTION 8.28.020 SUBSECTION <br />304.17 THEREOF RELATING TO SECURITY BARS, GRILLES OR <br />SCREENS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO <br />BE KNOWN AS "SECTION 8.28.020 SUBSECTION 304.17 SECURITY <br />BARS, GRILLES OR SCREENS," BY AMENDING SAID SECTION SO AS <br />TO ADD SAID RESTRICTION TO INCLUDE THE AREA KNOWN AS <br />“THE LOOP BUSINESS DISTRICT” ENCOMPASSING THE 6200 <br />THROUGH 6800 BLOCKS OF DELMAR, AND THE 500 THROUGH 600 <br />BLOCKS OF TRINITY, KINGSLAND, LELAND, MELVILLE, WESTGATE, <br />LIMIT AND/OR EASTGATE IN UNIVERSITY CITY, MISSOURI; <br />CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br />MISSOURI, AS FOLLOWS: <br /> <br /> WHEREAS, due notice of public hearings to be held by the City Council in the <br />City Council Chambers at City Hall at 6:30 p.m. on December 11, 2006 was duly <br />published in The Countian, a newspaper of general circulation within said City; and <br /> <br /> WHEREAS, said public hearings were held at the time and place specified in <br />said notice, and all suggestions or objections concerning said amendment were duly <br />heard and considered by the City Council; <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Chapter 8.28 of the Municipal Code of the City of University City, <br />Missouri, relating to property maintenance is hereby amended by repealing Section <br />8.28.020 Subsection 304.17, relating to Security bars, grilles or screens, and enacting <br />in lieu thereof a new section to be known as "Section 8.28.020 Subsection 304.17 <br />Security bars, grilles or screens," by amending said section so as to add additional <br />restrictions pertaining the to the area known as the “Loop Business District,” as so <br />amended shall read as follows: <br /> <br /> Section 8.28.020 Additions, insertions, deletions and amendments. <br /> <br />304.17 Security bars, grilles or screens: Security bars, protective grilles <br />and security screens shall not be permitted on any window or doorway of <br />any one or two-family dwelling, excluding basement windows. Such <br />installations existing before January 7, 1991 shall not be required to be <br /> <br />
