<br /> <br />Economic Development Retail Sales Tax Board <br />Minutes <br />October 24, 2011 <br /> <br /> <br />The Economic Development Retail Sales Tax Board held a meeting in the EOC Room located at <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on October 24, 2011. The meeting <br />commenced at 5:30 pm. <br /> <br />Voting Members Present <br />Rosalind Williams (Chairperson) <br />Stacy Clay <br />Barbara Sydnor <br />Tim Tucker <br />Gordon Myers <br /> <br />Non-Voting Members Present <br />Shelley Welsch, Mayor <br />Joe Edwards, Loop Special Business District <br /> <br />Staff Present <br />Lehman Walker, City Manager <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning, and Economic Development <br />Laura Zacher, Manager of Economic Development <br /> <br />Ms. Riganti introduced Ms. Laura Zacher, the newly hired Manager of Economic Development, <br />to the Board. <br /> <br />Approval of Minutes <br />There was a motion by Tim Tucker, seconded by Stacy Clay, to approve the minutes of the April <br />6, 2011 meeting. Motion carried. <br /> <br />New Business <br />Special Budget Request <br />Mr. David Sandel, a digital city master planner, presented a special budget request to the Board. <br />Mr. Sandel is exploring the possibility of creating a media hub initiative in the Loop. In concept, <br />the hub would provide fiber optic connections for the Loop and areas beyond. The project could <br />serve as an economic development generator by attracting new businesses to the Loop. It would <br />also be the first such hub in the St. Louis area. Mr. Sandel is requesting $15,000 in funds to <br />assist with the development of an Information and Communications Technology master plan for <br />the area located along Loop Trolley right of way. If feasible, the Loop Media Hub may <br />contribute to the economic growth of University City and The City of St. Louis by creating jobs <br />and additional access to innovation. To date, Mr. Sandel has obtained commitments from <br />several other Loop stakeholders, including the Regional Arts Commission, COCA, Washington <br />University St. Louis and the City of St. Louis. <br /> <br /> <br /> <br />
