<br /> <br />Economic Development Retail Sales Tax Board <br />Minutes <br />April 11, 2012 <br />6:30 p.m. <br /> <br /> <br />th <br />The Economic Development Retail Sales Tax Board held a meeting in the 4 Floor Conference <br />EOC Room located at City Hall, 6801 Delmar Boulevard, University City, Missouri on April 11, <br />2012. The meeting commenced at 6:30 pm. <br /> <br />Voting Members Present <br />Rosalind Williams (Chairperson) <br />Stacy Clay (arrived at 6:40 p.m.) <br />Gordon Myers <br />Barbara Sydnor <br />Jackie Wellington <br /> <br />Non-Voting Members Present <br />Shelley Welsch, Mayor <br />Joe Edwards, Loop Special Business District <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning, and Economic Development <br /> <br />Approval of Minutes <br />Mr. Myers asked that the minutes of the October 24, 2011 meeting be revised to reflect his <br />noted in bold <br />attendance, and the following additions () be made to motion under New Business: <br />Special Budget Request: “After some discussion, there was a motion to approve the request by <br />performance of due diligence and background investigation and <br />Tim Tucker, subject to staff <br />negotiations with Mr. Sandel.” Mr. Myers motioned to approve the minutes of the October 24, <br />2011 meeting as amended. Seconded by Ms. Sydnor. Motion carried. <br /> <br />New Business <br />Ms. Riganti discussed the FY13 budget process for the Economic Development Retail Sales Tax. <br />Requests for funding were submitted on April 6 and copies were distributed to Board members. <br />In terms of schedule, the Board will hear from applicants this evening, conduct a Public Hearing <br />on the proposed projects on April 26 and adopt the budget on April 26 after the public hearing. <br />Discussion on the projects will occur April 26 as well. The recommended budget will be <br />forwarded to City Council for consideration. <br /> <br />The estimated revenue for FY13 is $540,000. Ms. Riganti discussed the statutorily prescribed <br />use of the sales tax. <br /> <br />Mr. Rich Wilson, Director of Public Works and Parks presented the funding requests from that <br />department, which included Delmar Loop Parking Lot #4 improvements, Olive and Westgate <br />1 <br /> <br /> <br />
