<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />EOC Room of City Hall, 6801 Delmar <br />May 10, 2012. 6:00 pm <br /> <br /> <br />The Council Study Session was held in the EOC Room of City Hall on May 10, 2012. Mayor <br />Welsch called the Study Session to order at 6:10 p.m. In addition to the Mayor Shelley Welsch, <br />the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Terry Crow <br />Mr. Byron Price <br />Mr. Michael Glickert arrived at 6:25 <br />Mr. Stephen Kraft arrived at 6:15 <br /> <br />Mr. Arthur Sharpe, Jr. was excused. <br /> <br />This Study Session the Council discussed whether or not to undertake a long-term strategic <br />planning process. Mayor Welsch explained that a strategic plan sets forth what Council would like <br />the City to be in the future; sets forth goals for the City; action steps to reach those goals; and a <br />time-frame in which the work would be done. This work would run parallel to the work on the City’s <br />Comprehensive Plan. Mayor Welsch opened the floor for Council discussion. <br /> <br />Council’s discussion centered around the need for another plan; the idea of focusing on up to five <br />goals; working on short to intermediate-term goals; working without an independent consultant; <br />and working as a full Council throughout the process. A consensus was reached to schedule a <br />goals-setting session following the adoption of the FY2013 budget. In addition consensus was <br />reached that three of the goals might focus on: <br /> <br />1. Infrastructure needs – short and longer-term <br /> <br /> List by priority with action steps (streets, sidewalks, etc.) <br /> <br />2. Financial Issues <br /> <br /> List by priority with action steps (capital budget, pension plan, etc.) <br /> <br />3. Economic Development <br /> <br /> List by priority with action steps (I170/Olive, eastern end of Olive, City-owned real <br />estate etc.) <br /> <br />It was agreed the Council would have future study sessions, where additional goals may be added <br />to this list. <br /> <br />A suggestion was made to cancel the second Council session in July and replace it with a study <br />session to discuss capital needs. This suggestion will be considered at a future date. <br /> <br />A point was also made, in response to comments about a mid-afternoon meeting tomorrow on <br />capital needs, that whenever possible, Council sessions should be scheduled in the evening. <br /> <br />Study session was adjourned at 7:25 p.m. <br /> <br />Joyce Pumm, MRCC <br />City Clerk <br />1 <br /> <br />
