<br />Permitting signs perpendicular to the wall in the Core Commercial District, <br />2. <br />GC. <br /> <br />The Public Hearing was opened at 6:45 p.m. No one was present to speak on <br />permitting perpendicular to the wall signs in the GC. The Public Hearing was closed at <br />6:46 p.m. <br /> <br />CITY MANAGER’S REPORT <br />1. Site Plan approval for 7745 Olive to change from Single Family Residential District <br />to General Commercial District. <br />Mr. Price moved to table this to the end of the present Council session, seconded <br />by Mr. Sharpe, Jr., and approved unanimously. <br /> <br />2. Human Resources Director, Yolanda Williams provided an update on the newly <br />proposed wellness program. <br />An outline of the wellness program and its mission was passed out to the Council. <br />The benefits of a wellness program would assist in lowering the health insurance <br />cost for University City employees, aide in employee productivity, reduce <br />workmen’s-compensation claims, reduce sick leave, increase personal satisfaction <br />and work-place morale. These goals would be obtained by: education, time, and <br />opportunities; and different assessments, motivation, and rewards, created by a <br />motivation committee. Some of the program’s elements would include: fitness, <br />mental health, nutrition, and weight management; and personal health and safety. <br /> <br />Ms. Brot asked if there would be a company hired to facilitate this program. Ms. <br />Williams said that most of the program would be facilitated by staff. <br /> <br />3. Restricting residential parking by permit only. <br />A parking permit would be required along the west side of the 1200 block of Sutter <br />Ave. from 7 a.m. to 1 p.m. and from 3 p.m. to 9 p.m., Monday through Friday. The <br />Traffic Commission also approved a stop sign for southbound Gay Ave., at the <br />intersection of Mapleview. <br /> <br />Ms. Brot asked that double signs be installed for clearer direction for Gay Ave and <br />Mapleview, on the western side of the intersection at Old Bonhomme. <br /> <br />Ms. Brot moved for approval, seconded by Mr. Price and approved unanimously. <br /> <br />UNFINISHED BUSINESS <br />BILL 8917 <br />1. — AN ORDINANCE AMENDING CHAPTER 8.28 OF THE MUNICIPAL <br />CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO PROPERTY <br />MAINTENANCE, BY REPEALING SECTION 8.28.020 SUBSECTION 304.17 <br />THEREOF RELATING TO SECURITY BARS, GRILLES OR SCREENS, AND <br />ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION <br />8.28.020 SUBSECTION 304.17 SECURITY BARS, GRILLES OR SCREENS," BY <br />AMENDING SAID SECTION SO AS TO ADD SAID RESTRICTION TO INCLUDE <br />THE AREA KNOWN AS “THE LOOP BUSINESS DISTRICT” ENCOMPASSING THE <br />6200 THROUGH 6800 BLOCKS OF DELMAR, AND THE 500 THROUGH 600 <br />BLOCKS OF TRINITY, KINGSLAND, LELAND, MELVILLE, WESTGATE, LIMIT <br />AND/OR EASTGATE IN UNIVERSITY CITY, MISSOURI; CONTAINING A SAVINGS <br />CLAUSE AND PROVIDING A PENALTY. <br /> 2 <br /> <br />
