<br />APPLICANT – The owner of Seafood City, Mr. Fung, was being represented by Mr. Lee <br />Mak, architect with Mak Architects, 8328 Olive. Mr. Mak is the architect representing the <br />owner at the meeting. <br />Mr. Price asked about the odor of fish being dumped in the dumpsters, the debris as crates <br />on the undeveloped side and the construction of a privacy fence. <br /> <br />City Manager Ms. Feier said that the bill had several required conditions such as usage of <br />trash containers that would prevent the odors from escaping, more frequent trash <br />collections, and the hours of trash collection be limited to 8a.m. to 8p.m. Another condition <br />was to install a privacy fence that would shield the site from the neighboring houses. The <br />Planning Department could site the owner with zoning code violations if the requirements <br />were not met. <br /> <br />Ms. Brot said that this proposed ordinance was more detailed than a similar previous <br />application from the owner for a rezoning of their existing lot. She felt that the complaints <br />Mr. Price listed were addressed the last time; Seafood City at that time scheduled more <br />frequent trash pick-ups preventing escaping odors. If a problem exists, it should be <br />reported to the City. <br /> <br />Mr. Price was concerned about the privacy fence being able to shield the homes on the <br />new parking lot. Mr. Mak explained how the privacy fence was to be constructed and how <br />it would conceal the view of Seafood City from the homeowners. Mr. Price asked the <br />architect, Mr. Mak, if he would do a walk through with him on the site so that Mr. Price <br />could have a better understanding of the construction and effectiveness of the proposed <br />retaining wall. <br /> <br />CITIZEN COMMENT <br />Yar Mohabbat, 1249 North and South <br />Mr. Mohabbat expained that as an architect he wanted the Council to understand more <br />thoroughly the requirements that professionals as civil engineers are responsible for in <br />building privacy fences. <br /> <br />Mr. Wagner moved for approval of the rezoning of Seafood City and was seconded by Mr. <br />Price. <br />Roll Call Vote was as follows: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Ms. Brot, Mr. Glickert, Mr. Sharpe, Jr., and <br />Mayor Adams <br />NAYS: None <br /> <br />Bill 8919 passed and was given Ordinance No. 6677. <br /> <br />TABLED SITE PLAN APPROVAL ON CITY MANAGER’S REPORT <br />Mr. Price moved to take from the table the site plan report, seconded by Mr. Sharpe, Jr. <br />and was unanimously approved. <br /> <br />Ms. Feier explained that this is the site plan for Seafood City encompassing lots 7743 and <br />7745 Olive. She said that conditions have been added to this approval that addressed <br />issues previously expressed by the citizens, including having the proper drainage which <br />will be inspected by MSD as well as U-City’s Public Works’ department. <br /> <br /> 4 <br /> <br />
