<br />UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />May 14, 2012 <br /> <br /> <br />th <br />The City Council Study Session was held in the Chambers, 5 floor of City Hall on May 14, <br />2012. Mayor Welsch called the Study Session to order at 5:35 p.m. In addition to the <br />Mayor Shelley Welsch, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Arthur Sharpe, Jr. <br />Mr. Byron Price arrived at 5:50 p.m. <br />Mr. Stephen Kraft arrived at 5:50 p.m. <br />Mr. Terry Crow <br />Mr. Glickert was excused. <br /> <br />Also in attendance were City Manager Lehman Walker and Director of Public Works/Parks <br />Richard Wilson. <br /> <br />The Study Session was for Public Works’ presentation of their proposed Fiscal Year 2013 <br />budget. The number of employees in Public Works decreased from 62 in FY 12 to57 in FY <br />13, which did not involve any layoffs. <br /> <br />Public Works is divided into three groups: Office Staff, Streets and Parks and Solid Waste <br /> <br />The comparisons of expenses from FY 12 to FY 13 showed increased cost in maintenance <br />cost, equipment cost and capital improvement costs. Their FY 2012 budget was $848,000 <br />and projected FY 13 was $1,008,000. It was noted that they are doing more sewer laterals <br />each year. <br /> <br />Mr. Wilson said that the next fiscal budget, he will add maintenance for City trails. <br /> <br />It was noted that Street Maintenance uses 45.3%, Parks & Forestry uses 34.4%, <br />Administration & Engineering uses 13.2% and Golf Course maintenance uses 7.1% of the <br />Public Works’ budget. <br /> <br />Public Works’ goals were: <br /> <br /> Look for opportunities to jointly bid projects with adjacent communities <br /> <br /> Implement Request Tracking for a more responsive handling of requests/complaints <br /> <br /> Retrofit City owned lights with energy efficient bulbs <br /> <br /> Continue making sidewalks ADA compliant <br /> <br /> Implement new signs according to federal Manual on Uniform Traffic Control <br />Devices <br /> <br /> Inventory City assets within right-of-way, as bridges, dumpsters, curb ramps, etc. <br /> <br /> Complete construction of Ferguson Bridge <br /> <br /> Install pedestrian signal at Jackson <br />nd <br /> <br /> Sidewalk & curb upgrades on Etzel, Kingsland, 82 and Old Bonhomme <br /> <br /> Submit City Bicycle and Pedestrian Master Plan <br />1 <br /> <br /> <br />
