<br /> <br />UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />June 11, 2012 <br /> <br /> <br />th <br />The City Council Study Session was held in the Chambers, 5 floor of City Hall on June 11, <br />2012. Mayor Welsch called the Study Session to order at 5:35 p.m. In addition to the <br />Mayor Shelley Welsch, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Byron Price <br />Mr. Stephen Kraft arrived at 6:00 p.m. <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe Jr. was excused. <br /> <br />Also in attendance were City Manager Lehman Walker; Finance Director Tina Charumilund <br />and Assistant Director of Finance Keith Cole. <br /> <br />The Study Session was for FY 13 Budget presentations by University City Finance <br />Department. Ms. Charumilund went over the department’s overview for: cashiering and <br />collections services, fiscal services, administration, accounting services and budget <br />management division. She noted the 76.0 percent of Finance budget went toward <br />personnel, 19.7 percent for contractual and 4.3 percent for commodities. The overall <br />budget was $825,900 for FY 2013, which was one percent less than Fiscal Year 2012. <br /> <br />Finance department oversees the Municipal Court which has a proposed budget of <br />$340,600 for Fiscal Year 2013. The Municipal Court budget consisted of personnel for <br />73.6% followed by 25.5% for Contractual and 0.9% for commodities. Their overall budget <br />was 7% less than Fiscal Year 2012. <br /> <br />Significant changes increasing the budget were: salaries, unemployment collection, <br />temporary labor, staff training, bank & credit card fees. Significant decreases to their <br />budget occurred in overtime, advertising, printing services, office equipment maintenance, <br />staff training, membership certification and office supplies. <br /> <br />Questions Council asked: <br /> <br /> How will postage be reduced. Ms. Charumilund said they are implementing an <br />addition to New World that would be handling mailings more efficiently and will be <br />using Intelligent Mailing System. <br /> <br /> Was money from courts being turned in on a regular basis. Ms. Charumilund said <br />that it was being turned in daily, counted while the Court Clerk waited and she was <br />then issued a receipt. <br /> <br /> Can City bills be paid on-line. Ms. Charumilund said they are implementing the use <br />of Scan Corp to process refuse payments on-line. This would also reduce staff <br />hours. <br /> <br /> Asked if a consortium was used when ordering office supplies. Ms. Charumilund <br />stated that supplies were ordered through the State’s contract. <br />1 <br /> <br /> <br />
