January 8, 2007
Roll Call vote was as follows:
AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Ms. Brot, and Mayor Adams
NAYS: None

Bill 8920 passed and was given Ordinance No. 6676.

NEW BUSINESS
RESOLUTIONS
RESOLUTION 2007 – 1 Olive Enhancement Grant

Mr. Price introduced Resolution 2007 – 1: Olive Enhancement grant which is phase three
of the grant, amounting to 1.55 million dollars. The City’s required matching share will be
$325,000 to improve University City’s stretch of Olive Street.

Ms. Ricci asked if it should state the dollar amount instead of stating approximately 80%.
of the eligible project cost for the renovation and improvement of infrastructure and
facilities. Ms. Feier assured Ms. Ricci that it would be taken to 80% of the 1.55 million
dollars collected and would not have to be amended.

This resolution was seconded by Ms. Brot and passed unanimously.

BILLS FOR INTRODUCTION
1. Introduced by Mr. Wagner
BILL 8921 — AN ORDINANCE OF THE CITY OF UNIVERSITY CITY,
MISSOURI, APPROVING A MATTER OF FIBER AGREEMENT WITH
CHARTER COMMUNICATIONS.
Ms. Brot asked to have an explanation of this bill’s requirements. Ms. Feier said
she would supply a written memo to the Council before the next meeting.

Ms. Ricci felt it would take more than a memo to explain this bill. She had
questions concerning the clarity of term, and the confidentiality and liability
provisions. Also causing her concern was the 15% surcharge, and the $10,000
cost. She needs farther explanation about the length of time the $10,000 would
cover. Ms. Ricci stressed explanations of this bill would require a dialog rather
than a memo.

Ms. Brot said it would be helpful to have the City Manager’s explanation to study
prior to a discussion at the study session. Moreover, she felt this important
legislation should take priority over presentation of the new web-site.

Mr. Price would like some information on its “redundancy; can it be rerouted a
different way if connection was severed?”

2. Introduced by Mr. Price
BILL 8922 — AN ORDINANCE AMENDING CHAPTER 8.24 OF THE
UNIVERSITY CITY MUNICIPAL CODE, RELATING TO NUISANCES, BY
ENACTING THEREIN A NEW SECTION TO BE KNOWN AS “SECTION
8.24.280 PLACES USED FOR THE UNLAWFUL POSSESSION OR
3
c
C-1-
