Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

Mrs. Gutierrez explained that on Balson Ave there are two existing crosswalks west of the
Jackson Ave traffic circle. The crosswalk closer to Hanley Rd is in need of better
pedestrian signage to indicate the high volume of students that cross Balson Ave. There
are still improvements to be made for ADA (Americans with Disabilities Act) accessibility at
the curb ramps and median, nevertheless signage as proposed is a first step towards
driver awareness of pedestrian activity in this area.

Commissioner Gingrich made a motion to install the In-Street School Children Crossing
signs on the median on Balson Ave just west of Jackson Ave, where the current crosswalk
is marked, seconded by Commissioner Womack and unanimously approved.

Before discussing item #11, Request to prohibit parking on the north side of Groby
Rd from Tulane Avenue to Old Bonhomme Road, Commissioner Henderson
requested that public present, come forward to speak as she called their names as
follows:

John Solodar - 8135 Cornell Court
Mr. Solodar spoke against the proposal to restrict parking on the north side of Groby Rd,
and stated there is not a problem with U-turns on Groby Rd if the turns are made with
caution. Mr. Solodar stated there is very little traffic on Groby between Swarthmore Lane
and Old Bonhomme Rd and with parking restricted on the south side of Groby, there is
easily sufficient room for a U-turn. According to Mr. Solodar, drivers wanting to go east
would go to Old Bonhomme, turn left, make their U-turn on this much busier street and
then head east. Drivers coming from the west would do the same on Tulane or
Swarthmore Lane. Mr. Solodar stated that parking is needed on the north side of Groby
Rd, and explained that approximately a total of 95 parking spaces are needed for the
Driving Range operations.

Commissioner Henderson called to speak Mr. Ethan Schuman who had filled out the
request to speak form. Mr. Schuman left the EOC room at the beginning of the meeting.

Ed Mass - 8360 Cornell Ave
Mr. Mass spoke against the proposal to restrict parking on the north side of Groby Rd, and
was in agreement with Mr. Solodar’s statements. Parking restriction on the south side of
Groby Rd has been beneficial and sufficient for the residents of the south side of Groby
Rd.

th
Dawn Price, 1520 78 Street
th
Ms. Price stated that there have been two stop signs installed on 78 street and two stops
signs installed at Milan Ave, which she believes are a great disruption to the neighbors on
this intersection, due to the inability to park in front of her house. According to Ms. Price
there is not enough traffic to justify the stop sign installation, neither any accident reported.
She is unaware of the original request and would like for the City to investigate and
reconsider this recent installation of All-Way Stop intersection.

th
Byron Price, 1520 78 Street
Traffic Commission Minutes – June 13, 2012 Page 5
