The project needs to be treated like a campuswith a central loop system to lower costs in <br />the long run. Thereare ways to get funding from Ameren and Laclede, grants, etc.He did not <br />intend for the idea to become an agenda item and presented it for informational purposes, to bring <br />the concepts to the forefront. <br />3.Administrative items: <br />a.The April 12, 2012 minutes were approved as amended. <br />4.Old Business: <br />a.Energy Ordinance <br />i.Lynnette mentioned that Jared Agee in Community Developmentthought that the <br />ordinance might be somewhat aggressiveand requested that similar ordinancesbe <br />provided to compare with the draft energy ordinance. Tim will provide the ordinance from <br />the City of St. Louis. TheCity Attorney has already reviewed and made comments on the <br />draft ordinance. <br />b.Council Report for Special Study Session <br />i.The target dateis August 27, 2012 and the report needs to becompleted in early August or <br />late July. <br />5.New Business: <br />a.Information on the I-CARES(International Center for Advanced Renewable Energy and <br />Sustainability) Program was presented by Ben Kumfer.Heis a professor atWashington <br />University (WU)and is a UniversityCity resident. The I-CARES program is located at WU,and <br />organizes the researchthererelated to energy and sustainability. The Chancellor, having realized <br />that energy is an extremely important issue in theUS, as well as the rest of the worldstarted this <br />project,which consists of research activities at a network of universities around the world. <br />Tim mentioned that he would like to see a U City “Community Energy System" as part of a larger <br />effort coordinated with WU, especially as they own residences for their students located in U City <br />and are planning more buildings, which will hopefully be very energy efficient. <br />6.Special Presentations:None <br />7.Reports <br />a.Council Glickertreported that the Council is working to balance the budget by the end of June. <br />Anticipate excess revenue of about a half of million dollars without sacrificing services. <br />b.City still working on the economic growth of the Kingsland project at Kingsland and Vernon. <br />c.Recent news is that the Villagesof Wyncrest is for sale.It is a good area for commercial and <br />mixed-use properties; the owner is a Canadian pension company. <br />st <br />d.Effective July 1,Delmar from the lions to City Limits will be owned by University City. The <br />County will repair any issues on Delmar before the City takes over. <br />8.Closing Round <br />a.Jeff thanked Tim for preparing the Energy Community System information. <br />b.Dianne attended the City of St. Louis Sustainability Technical work sessionand stated the she <br />learned water pumps use a large amount of energy. University Citydoesnot maintain water <br />2 <br />pumps, but the University City Greenhouse Gas Inventory includes the amount of COproduced <br />by pumping clean water (by Missouri American Water Company) and pumping and treating <br /> <br />
