Session 1700, Minutes <br />June :30, 1997 <br /> <br />Louis County. Like it or not, whichever side you are on, the citizens and the City of University City have absolutely nothing <br />to say about that, whether it be regarding parking or construction, outside the jurisdiction of University City. <br /> <br />Suzanne Finney believes the Council should negotiate the maximum, not the minimum. Secondly, she stated that Larry <br />Miller, who is the outside consultant for Gannet, told them that effectively, the cost differential between cut and cover and <br />below grade is minimal. She lives in a neighborhood that will be affected by this and she feels very strongly that it should be <br />subterranean, covered by the ground. <br /> <br />Ed Finkelstein, 6379 Pershing, asked if Council, as he reads and understands the resolution, was proposing that everything <br />be subterranean from Skinker forward and if that was considered University City. He believes that the language is confusing <br />and feels that it should be clarified. He feels people will read this to mean that University City wants it subterranean all along <br />Washington University Campus. Mr. Ollendorffsaid that is what Mr. Wagner wants - he wants everything from Skinker <br />west, underground. Mr. Wagner said that what he wanted was the wording they had in the resolution that was adopted in <br />October. Mr. Wagner was worried about the University City part of that, certainly if it is on the north side in University <br />City. Mr. Wagner said that Mr. Ollendorffwas correct in saying that in the old resolution, it covered everything. Mr. <br />Finkelstein had to disagree with Ms. Finney, however; because he had heard the complete opposite about cut and cover, <br />that it significantly increased the cost. He feels that staying with underground construction will seriously hurt the City's <br />chances of getting MetroLink here. <br /> <br />Charles Manshed, 7361 Pershing, said that he noticed that there was nothing in the new resolution that prohibited forced <br />home and property sales. Mayor Adams said that he was correct and that it would be added back in. <br /> <br />Ram Locke, 7200 Undell, thinks the leadership the University City Council has shown on this issue has been tremendous. <br />She said that she was proud to be a University City citizen. She feels that there has been very little leadership on this issue <br />and that leadership was what the issue had lacked. Ms. Locke warned Council to be wary of mixed messages. We say we . <br />want MetroUnk, then we say we only want it on these conditions o which is a long list of very strict conditions. She believes <br />that other communities will look to University City Council, because of the precedence that is being set, and then these <br />communities will want to set conditions, as well. The leadership is wonderful, but on the other hand, we should be careful <br />how many conditions we make, lest we shoot ourselves in the foot. <br /> <br />Mrs. Thompson suggested that Mr. Finkelstein and Ms. Finney get together and talk about their views and possibly come up <br />with a consensus on a single method. <br /> <br />AI')JOURNMENT: <br /> <br />Mayor Adams adjourned the meeting at 6:00 p.m. <br /> <br />Leis a K Meine, City C erk <br /> <br /> <br />
