<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />Special Meeting – Loop Trolley <br />University City Hall, Fifth Floor <br />6:00 p.m. <br />July 16, 2012 <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City <br />Hall, on Monday, July 9, 2012, Mayor Shelley Welsch called the meeting to order at 6:35 <br />p.m. In addition to Mayor Welsch, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch said the Special Session was designed to provide Council and residents with <br />an update on the proposed Loop Trolley. She noted that representatives were present from <br />the Loop Trolley Co. and East West Gateway Council of Government. <br /> <br />The first speaker was Doug Campion, Project Manager from the Loop Trolley Co. Mr. <br />Campion introduced others with him: Jerry Blair, Project Director from East West Gateway <br />Council of Government for Final Design; Harvey Stone, Manager of Final Design Consulting <br />Team; Tim Nittler, Deputy for Final Design Consultant; MaryAnn Taylor-Crate, leader on all <br />public information. <br /> <br />Mr. Campion provided a power-point of the general overview of the Loop Trolley process. <br />The project started in 1997 and of January 2012, it is in the Final Design. The Trolley will <br />travel a distance of 2.2 miles of fixed track, has ten sidewalk stations, cars are approximately <br />48 feet long and presently will go to a double track at Mehlville. The maintenance and <br />storage will be in a historical building located in the City of St. Louis. The head-way for the <br />trolley car was gauged for a 20 minute turn-around. Mr. Campion showed the area covered <br />by the Transportation Development District (TDD). This TDD collects a one percent sales tax <br />and all money is dedicated the Loop Trolley project. In 2009 there was a planning and a <br />preliminary engineering study undertaken of which University City contributed to this effort. In <br />2010 the Loop Trolley was awarded a Federal Urban Circulator Grant. From there the <br />development and completion of the environmental assessment was done with the Federal <br />Transit Administration, the overseeing agency at the Federal level. In September 2011, a <br />grant was awarded to East West Gateway Council of Government to undertake the Final <br />Design effort. The Final Design has to be completed by August 2012. Mr. Campion said that <br />as it goes along, the Loop Trolley Co. will be working with the State, Safety Office required by <br />Federal Rules and all of the local first responders, in trying to meet everyone’s need for the <br />system’s safety. He noted that the trolley will no longer use the round-about area but the <br />intent will be to continue the project which has a separate 100% funding grant. <br /> <br /> <br /> <br /> 1 <br /> <br />
