<br />Councilmember Sharpe <br /> <br /> Asked that Mr. Walker have the City Attorney or another attorney look over whatever <br />plans were in place or being put into place, to make sure all of the City’s interests were <br />taken into consideration. <br /> <br />Mr. Walker stated it would be more prudent for him to have a discussion with the City <br />Attorney to see if he has the expertise needed before seeking special counsel. <br /> <br />Mayor Welsch asked Mr. Campion what the time line now was and what did they hope this <br />Council could accomplish tonight or in the very near future. <br /> <br />th <br />Mr. Campion said the time line is that the Federal dollars expire September 30 of this year. <br />The grant application has been turned in June 1 in order to get the remainder of the Urban <br />Circulator Grant and be able to go to construction later this year. He said the plan now is the <br />second week in August they will have the Final Design plans with 90 percent completion and <br />by end of August they will have full 100 percent bid documents ready to go on the street. <br />Somewhere in September they will get the Federal approval for the grant. Mr. Campion said <br />the construction would be in two parts; one for the maintenance building and the other would <br />be the rest of the civil construction. He said they will be holding meetings with the business <br />community and all others interested to explain what they would anticipate in getting it built <br />and get their feedback. The final test start-up would be in the first quarter of 2014, and the <br />actual start-up would be between the end of the first quarter and beginning of the third <br />quarter of 2014. <br /> <br />Mr. Price, Mr. Glickert and Mr. Sharpe left at 8:00 p.m. <br /> <br />Mayor Welsch asked Mr. Edwards what they were looking for from Council and when. She <br />asked Mr. Walker to have staff put together responses to the questions that were raised. <br /> <br />Mr. Edwards said they would like approval of the configuration as it is presented right now <br />with the alternative double-track as a possibility. Any kind of letter of approval would help the <br />process. He said it would help to solidify everything with the Federal Transit Administration. <br /> <br />Mr. Kraft said they have lived through Highway 40 construction and asked the process they <br />might use in closing sections of Delmar. <br /> <br />Mr. Campion said the basic plan was to do no more than two blocks at a time, with <br />construction starting in November and finish paving in the spring. He stated that everything <br />unique to the trolley will be totally maintained by the TDD. <br /> <br />Mayor Welsch asked the members of Council present for their input on how they would like to <br />proceed and would there be comfort with a letter from the City and Council stating their <br />support or would Council be looking for a resolution. Her time-frame was mid-August. <br /> <br />Mr. Crow stated the questions brought up by the public were valid points and thought that <br />everyone needed to step back from tonight to see if they impacted them in anyway. He said <br />if they were to have a conversation about it, this should take place next Monday at City <br />Council’s meeting. Mr. Crow said that agreeing to a letter tonight would show disrespect to <br />the citizens and he would be happy to have in on the agenda for the Study Session, so all the <br />citizens could come as well. <br /> <br /> 7 <br /> <br />
