<br /> Section 3 under E. Enforcement Procedures to read Instead of setting the fine at $100 <br />make it state that the fine would not exceed $100. This motion to amend was seconded <br />by Mr. Glickert and was approved with two NAY votes from Mr. Price and Mr. Wagner. <br /> <br />Mr. Glickert asked Mr. Reeds to explain how the pictures are downloaded and sent. <br />Mr. Reeds explained that the system takes two photos and a 12 second video clip. <br />These photos are processed in Scottsdale, AZ. These are reviewed and a license plate <br />is cropped for view. Then the Department of Revenue (DOR) information is requested to <br />research the name of the registered owner and the vehicle make and model. This <br />information is again reviewed and it is here where a stolen plate would become evident. <br />This evidence is then sent electronically to the University City Police Department. A <br />University City Police Officer would download the information and determine if a violation <br />took place and a citation would be issued and mailed to the owner of the vehicle. A <br />sample of a picture taken by the red-light camera was shown to the Council. <br /> <br />Chief Charles Adams of the University City Police Department was present to answer any <br />questions. Mr. Price asked about the possibility of tracking where the tickets were <br />coming from by zip codes. Chief Adams said that tracking would not be a problem. Chief <br />Adams said that the main concern of the City is to keep the City safe. He said that <br />University City’s Police Department is presently watching the ticket distribution and also <br />the Attorney General is watching the categories into which the citations issued fell. <br /> <br />Mr. Sharpe, Jr. asked the City Manager to provide him with the information about any <br />legal issues associated with the red camera use.
