Officer Margul explained that if the Police ticket <br />a vehicle that has no identification outside, the owner of the vehicle needs to speak with <br />the Watch Commander at the City Hall and provide verification that he or she was parked <br />on the block providing a service for a resident, and the parking violation should be waived. <br /> <br />Ms. Schuham stated that all options have been explored and if the Traffic Commission <br />approves this petition, it can then be forwarded for City Council’s approval. <br /> <br />There was a short discussion regarding the limit of the hours and the 2-hour window and <br />Commissioner Henderson asked for the commission to vote on Option B.: Residential <br />Parking Permit from 8am – 2pm, allowing parking for 2-hours, Monday to Friday, as <br />originally submitted and as agreed by seven (7) out of nine (9) residents on the block. <br /> <br />Commissioner Wofsey made a motion to recommend to City Council that the Petition for a <br />Residential Parking Permit Plan in the 200 block of Linden Ave (east side only) restricting <br />parking to residents only from 8am to 2pm and also allowing general parking during that <br />time period for no longer than 2-hours, be granted and the Traffic Commission recommend <br />to the City Council that the Municipal Code, Residential Parking Permit Plan be amended <br />to allow that petition to go forward, seconded by Commissioner Nichols. <br /> <br />Councilmember Carr described the petition as motion was made, and asked for <br />confirmation to see if the description was in line with the residents’ petition. Her <br />description was confirmed as follows: anyone is able to park on the restricted area after <br />2pm and before 8am, and between 8am and 2pm, general public can park only for 2- <br />hours, and the residents of the block have a place to park and are not limited to 2-hour <br />parking. <br /> <br />Commissioner Henderson stated that there is a motion on the table that needs a vote. <br /> <br />AYES: Ms. Nichols, Ms. Wofsey and Ms. Henderson <br />NAYS: Ms. Brot <br /> <br />The motion was carried by a majority. <br /> <br />3. Miscellaneous business. <br /> <br />Ms. Gutierrez explained that University City has sent out a Request for Qualifications for a <br />Traffic and Parking Study in the Delmar Loop to identify all future Traffic and Parking <br />needs of the area. Ms. Gutierrez asked for a volunteer from the Traffic Commission to be <br />part of a steering committee to participate in the process of the study. Commissioner <br />Carol Wofsey volunteered to be part of the steering committee. Mr. Richard Wilson <br />explained that due to the Trolley Project construction, Delmar Blvd becoming a City Street, <br />and many other inquiries from residents regarding the traffic impact from the projects to be <br />constructed, and limited parking supply, the City Council recently made a motion to <br />complete a comprehensive traffic and parking study to take all these issues, inform the <br />residents and go through the process. <br />Traffic Commission Minutes – August 8, 2012 Page 4 <br /> <br />
