<br />Draft <br />Meeting Minutes–University City Green Practices Commission <br />August 9, 2012 <br />Location:University City Hall, Lower Level EOC Room <br />Attendees:Dianne Benjamin, Jerry Breakstone, Lynnette Hicks,Jeffrey Mishkin, Neville Rapp, <br />Lois Sechrist <br />Absent:Helen Fuller, Michael Glickert, Tim Michels <br />Guest:Raymond Lai, University CityDeputy Director of Planning, Zoning and Economic <br />Development <br />1.Opening Round: <br />a.There will be a fundraiser for UCity in Bloom in conjunction with Audubon Society at the Bird <br />Garden east of Centennial Commons, on Sunday, September 30 at 6:30 p.m. <br />b.Lois had an article titled “Of Bags, Bans and Fees” listing issues, pros and cons of plastic, paper <br />and reusable bags from Resource Recycling magazine, www.resource-recycling.com/node/2578 <br />(or “google” the title). <br />c.There was a very good turnout at the National Night Out/ UCity Schools Back to School rally. <br />Lynnette had a booth with information on recycling. <br />d.Ray will send information to Lynnette to forward to the GPC on webinars and events of interest. <br />2.Administrative items: <br />a.The July 12, 2012minutes were approvedas amended. <br />b.Next meeting date:May 10,6:30-8:00 p.m., Heman Park Senior Center on Pennsylvania Ave. <br />The FBI has informed University City that the EOC Room can no longer be used for public <br />meetings due to the proximity of the Police Department. RSVP if you cannot attend so we can <br />determine in advance if we will havea quorum. <br />3.New Business: <br />a.Ray Lai of the Community Development Department presented an overview of development and <br />redevelopment plan review process. <br />i.The department also works with the Board of Adjustment, the Planning Commission and <br />the Historic Preservation Commission as well as the Green Practices Commission. <br />ii.Planning review involves code amendments, rezoning, conditional use permits, site plan <br />review. City Council has final authority on decisions, based on recommendations from <br />City staff. <br />iii.Building, sign and fence permits do not need to be reviewed by the Green Practices <br />Commission. The GPC should review the bylaws to confirm which items to review and <br />the timeframe for reviews. The GPC monthly meetings occur prior to the Plan <br />Commission meetings, so that works well. Look at each month’s Plan Commission <br />agenda to confirm which items the GPC will comment on. The Plan Commission meets <br />th <br />the 4Wednesday of every month at 7 p.m.; GPC members are welcome to attend. <br /> <br />
