<br /> <br />Mr. Greatens stated that a resident of the Linden-Kingsbury Historic District recently <br />asked if there were a process for dissolving a Historic District. Mr. Greatens stated that <br /> it does set forth procedures <br />for amendments and/or modifications to Historic Districts and that they go through the <br />Amendment process set forth in Article 14 of the Zoning Code. That would be an option <br />if a group of residents wanted to modify the District language. A process to fully <br />dissolve a Historic District is not specified in the Zoning Code. Mr. Greatens asked if <br />that is something the Commission is interested in adding to Article 6. Based on some <br />general research, the only nearby community that had any language in place for <br />dissolving a Historic District was the City of St. Charles in which case the same process <br />to establish a Historic District is required. Mr. Greatens asked if the Commission would <br />prefer to avoid setting up a process for dissolution and use what is already in place. <br /> <br />The members discussed a recent issue in the Historic District with replacing a street <br />light. Linden is a public street. <br /> <br />Ms. Schmidt distributed information pertaining to the process established for removal <br />from the National Register of Historic Places. Property can be removed from the <br />National Register if there are reasons for removal. Ms. Schmidt stated that the <br />procedure for removal from the National Register could be a model if language were to <br />be added to our Zoning Code. She noted that while the Zoning Code does not have <br />specific language in place for dissolving a Historic District, there is a process in place for <br />amending the Code. <br /> <br />Members discussed the Linden-Kingsbury Historic District. It was mentioned that the <br />area has changed, in particular the properties across the street in Clayton. However, <br />part of the reason for establishing Historic Districts is to protect areas of historic <br />significance. Based on what is known about the request, it does not seem to be similar <br />to removal from the National Register, such as the loss of historic significance. It <br />sounds as though there might be requirements that a property owner simply does not <br />like. <br /> <br />The members agreed that since procedures are already in place for amending the <br />Zoning Code, no action needed to be taken on the agenda item. <br /> <br />Mr. Greatens added that with the procedures already in place, property owners could <br />petition to modify the language. <br /> <br />b. Update 2012 Annual Statewide Historic Preservation Conference <br /> <br />Mr. Greatens stated that University City had been approved to host the 2012 Statewide <br />Annual Historic Preservation Conference. He added that no date had been set, but late <br />October had been discussed. The conference is run by Missouri Preservation in <br />coordination with the State Historic Preservation Office. He added that staff will be <br />meeting with Missouri Preservation and the State Historic Preservation Office to go over <br />details and visit some nearby potential host sites. <br /> <br />Mr. Lai added that there is some flexibility in terms of involvement from Historic <br />23 <br />Page of <br /> <br /> <br />
