Council Liaison Reports on Boards and Commissions <br />Mayor Welsch noted that there was a meeting with the Economic Development <br />Retail Sales Tax Board and the Board approved additional funds for Parking Lot # <br />4. The funds will be used to install more pervious pavers around the edge of the <br />parking lot and also install some additional landscaping. <br /> <br />3. Boards, Commissions and Task Force Minutes <br />Mayor Welsch noted that the Council has received copies of Boards, Commissions <br />and Task Force minutes. <br /> <br />4. Other Discussions/Business <br />Council Rules and Regulations as requested by Ms. Carr and Mr. Price <br /> <br />CITIZEN COMMENTS <br />Ms. Jen Jensen, 706 Pennsylvania <br />Ms. Jensen stated the Mayor of University City should be the official spokesperson <br />for the City, The Mayor is elected by all voting citizens of University City and City <br />Councilmembers are elected by the voting citizens only in the Ward in which they <br />live, not by all the University City citizens. <br /> <br /> Ms. Carr started with Rule 38 of Council Rules and Regulations <br />o <br />She stated she, Mr. Kraft and Mr. Sharpe made the following changes: <br /> <br /> The Pensions Boards by expanding it to include two additional seats for <br />citizens. The Boards had no legal restrictions as to the number of members <br />they could have. She said this would allow every Councilmember to have <br />an assignment slot for future vacancies. <br /> <br /> The Civil Service Board would have a simple rotation based on those who <br />have not had opportunity to appoint – those people would appoint first. <br /> <br /> The Library Board has nine seats mandated by law, therefore seven of the <br />seats would be normal appointments and the remaining two would fall into <br />simple rotation appointments. <br /> <br /> The other change was a seat would be declared vacant on the date the <br />term expires, the member resigns or was removed by other means, <br />therefore not allowing someone to sit on the Board because a <br />Councilmember did not get around to making that appointment. <br /> <br /> Mr. Kraft said that a list will be passed out at every Council meeting and the <br />Chair would announce which Boards and Commissions were lacking <br />appointments. <br /> <br /> City Attorney will create a new ordinance for the Pension Boards <br /> <br />Rule 32A of Council Rules and Regulations <br />“When presenting personal positions or views, Councilmembers should make it <br />clear that these are not the positions of the City or the Council.” <br />Rule 32B “Nothing in the rules is meant to limit the first amendment speech rights <br />of any individual member of Council”. <br /> <br />12 <br /> <br /> <br />
