<br />Ms. Carr questioned again why the Council wasn’t aware of the change earlier in <br />order for Council to discuss with their constituents. She felt the City’s <br />communication efforts needed to be improved in regard to Councilmembers <br />receiving timely information. Mr. Edwards said that would change shortly as the <br />Transportation Development District just took over ownership. Ms. Carr noted she <br />wanted timely information from the City too. <br /> <br />Mr. Walker agreed with Ms. Carr regarding an internal communication breakdown <br />and he assured the Councilmembers that this will not happen in the future. <br /> <br />Mr. Crow stated his concern about the trolley crossing Kingsland and why it had to <br />be in front of the library. <br /> <br />Mr. Edwards stated again it was because of the trolley’s radius needed for a turn <br />on to Kingsland. He said the whole street would need to be reconfigured to make it <br />work at that angle. Also, the TDD boundaries were decided based on the buildings <br />that could generate sales tax, which made practical sense. <br /> <br />Mr. Crow asked if there would be times the trolley would be parked in front of the <br />library for an extended period of time. <br /> <br />Mr. Edwards stated the trolley would only be in front of the library to load and <br />unload passengers. The only time a car would be parked any longer would be if an <br />event was being held in the area which would require two trolley cars to run. Mr. <br />Edwards said the goal was to keep the trolley moving and provide transportation <br />options to the public. <br /> <br />Mr. Kraft said the issues being discussed were basically related to traffic problems <br />on Delmar and cross streets, but with proper procedures this trolley would be just <br />as safe as other trolleys around the world. He noted that no University City dollars <br />will be spent to build or operate the trolley and he reassured his constituents that <br />the City would not have to assume any legal or financial liability. <br /> <br />Mr. Sharpe commented that he was supportive of the Loop Trolley and the letter, <br />but was concerned about any legal issues regarding extending it west past <br />Kingsland. <br /> <br />Mr. Edwards reassured Mr. Sharpe that there was nothing legally to prevent the <br />trolley from crossing Kingsland. He noted the boundaries of the TDD stopped at <br />Kingsland because there were no commercial buildings west of that location. Mr. <br />Edwards said that no money has come out of University City’s or the City of St. <br />Louis’ General Fund. Money that has been received came from the Economic <br />Development Retail Sales Tax which is for economic development. Mr. Edwards <br />stated there was no danger of any money being needed and he was happy this <br />City would make use of the grant. <br /> <br />Ms. Carr asked Mr. Walker if the way she understood it, the traffic study was going <br />to be for a longer term than just a few weeks and would be more comprehensive <br />than just the flow around the trolley.
