SESSIO~ 1642 <br /> <br />MINUTES OF ~HE UNIVERSITY CITY OOUNCIL <br /> <br /> May 17, 1995 <br /> <br />At a special budget study meeting of the City Council of University City held <br />in the Emergency Operations Center of City Hall on Wednesday, May 17, 1995, <br />Mayor Janet Majerus called the meeting to or~__er at 7:03 p.m. In addition to <br />the Mayor, the follc~ing members of the Council were present: <br /> <br />Mr. George R. Cotton <br />Mr. Joseph L. ~4~, Jr. <br />Mr. Robert G. Wagner <br />Mrs. Mary V. Schuman <br /> <br />Mrs. Betty L. Thompson (arrived at 7:05 p.m.) <br /> <br />Also present were City Manager Frank Ollendorff, Finance Director Willie Nor- <br />fleet, and Deputy city Manager Kimberley Trombly. <br /> <br />The 1995-96 City budget was the only subject discussed. <br /> <br />Prior to resuming the budget discussion, Mayor Majerus asked why nearly every <br />department's C~tral Garage expenditures were considerably higher. Mr. Nor- <br />fleet said it was mostly due to depreciation on new equipment. <br /> <br />Mr. Ollendorff said $2,000 should be added to 1011 Personnel (page C-7) under <br />721.04 Medical, Dental, and Surgical Services, to comply with a new federal <br />law requiring drug/alcohol testing of City employees with chauffeur licenses. <br /> <br />Mrs. Thompson arrived at this time. <br /> <br />2610 Engineerir~ (paGe C-38). Mr. Ollendorff said 713.00 Temporary and Part- <br />time Employee Pay pays for two part-time employees--Environmental Coordinator <br />and Environmental Inspector, which could become full-time positions, although <br />he did not feel that was warranted. He said Sanitation will operate tb~ re- <br />cycling facility, and it may be necessary to hire additional people when it <br />is finished. <br /> <br />2620 Street Maintenance (page C-42). Mr. Ollendorff referred to Street and <br />Sidewalk Repairs (726.02) where next year's need was $260,000, but b~ added <br />$20,000 more to start keepirg up with inflation. This amour~ could be scaled <br />back if r~c~y. Mr. Wagner asked about alleys, and Mr. Ollendorff said <br />all that were previously pr~-~sed will be repayed. Ms. T£cm-~ly will provide <br />0ouncil with a list. Mayor Majerus asked about 743.07, and Mr. 011endorff <br />said all four ~acuum leaf collection units will be replaced, although loaders <br />will not be replaced until something is found that works properly. Mr. Wag- <br />her asked if there were constraints on the amount of salt used on streets in <br />winter. Mr. 011endorff said very little was used and only on major intersec- <br />tions and through streets. <br /> <br />2640 Planning ~nd Development (page C-46). Mr. Ollendorff said 714.00 Over- <br />time has been increased $5,000 for nighttime occupancy inspections to try to <br /> <br /> <br />
