<br />citizen members serving on the Boards of Trustees of the non-uniformed employees <br />and police and firemen’s retirement funds and to revise the regulations pertaining to <br />each board and provide for the appointment of two new citizen members to each <br />board. <br /> <br />O. CITIZEN PARTICIPATION <br />Edward McCarthy, 7101 Princeton <br />Mr. McCarthy asked why Council was increasing the membership on the Pension <br />Board. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert spoke representing her granddaughter concerning the sidewalk on the <br />8600 block of Delmar. She said when Delmar was being resurfaced, sidewalks were <br />also being replaced. St. Louis County had removed the sidewalk in the 8600 block of <br />Delmar and never replaced it. Ms. Glickert noted that this affected about thirty families <br />in that block. <br /> <br />Edward McCarthy, 7101 Princeton <br />Mr. McCarthy asked if Council was going to pass an ordinance to approve the <br />proposed tax rates. He stated that, by law, the new rates had to be approved by <br />st <br />October 1, which is next Monday. <br /> <br />Mr. Walker asked Finance Director Tina Charumilind about this deadline. She stated <br />that Mr. McCarthy was correct and the Council needed to approve the tax rate by <br />st <br />October 1. <br /> <br />th <br />Council agreed to meet at 8am on Friday, September 28 for a Special Meeting to <br />pass the ordinances to formally set the tax rates. <br /> <br />P. COUNCIL COMMENTS <br />Ms. Carr invited everyone to attend the worthwhile fund raiser for the U City in Bloom <br />th <br />Bird Habitat Garden to be held Sunday, September 30. <br /> <br />Mr. Sharpe spoke on his attendance at the Missouri Municipal League Conference and <br />of one seminar in particular that dealt with nuisance housing. He said it would be <br />doable with an ordinance and would send the information he received to the rest of the <br />Council. <br /> <br />Mr. Glickert spoke of the successful jazz festival at which hundreds of people attended <br />this year. He noted there was very little security present and it went off without a hitch. <br />Mr. Glickert inquired about a node at Midland and Vernon. Lastly he asked the City <br />Manager to check the phone number listed on the City’s parking meters for questions <br />or failure reports. <br /> <br />Mayor Welsch also mentioned the success of the U City Jazz Festival in Heman Park <br />nd <br />on September 22. She reminded people of the focus group meeting scheduled for <br />th <br />Tuesday, September 25 at 6pm at the Heman Park Community Center.
