<br />Mayor Welsch recommended the committee of Mr. Sharpe and Mr. Kraft on <br />balancing out the Wards and encouraging members and representatives to work <br />together. Regarding rule #32 Mayor Welsch thought it was better to delete it than <br />try to have a spokesperson on an as needed basis. She also believed the citizens <br />of the City should be able to come to one member of Council for support of the <br />City. She does not believe task forces should have to go back to this Council for <br />approval. She did not agree with Council in that only four members of this Council <br />could thwart the will of the people. <br /> <br />Mayor stated that Mr. Sharpe, Ms. Carr and Mr. Kraft could be a sub-committee to <br />discuss and create wording for rule #38 and all members agreed to be on the sub- <br />committee. The committee will include drafts prior to the next meeting. <br /> <br /> <br /> Crime Activity <br />Mr. Price commended Chief Adams, the Police Department and all of the <br />detectives for services well-done; but felt the crime issues were beyond the Police <br />Department. He stated there was a pattern of crime activity taking place in parks <br />and businesses in the City. Mr. Price requested Mr. Walker to research if there <br />was a significant change than previous years of crime and also to provide a list of <br />the type of crime activity. <br /> <br />Ms. Carr had received phone calls from frustrated citizens regarding crime in the <br />area and it appeared to have increased in Ward 2. She asked what more could <br />Council do regarding the increase in crime in the City. <br /> <br />Mr. Crow noted that our number one concern is public safety and would like the <br />City Manager and Chief of Police to talk to us about the status of where they see <br />the City going regarding crime. <br /> <br />Mr. Glickert suggested the Council (through Mr. Walker) ride with one of the police <br />officers for an individual sociological experience from the police officer and get your <br />own individual perspective. He also suggested attending and learning the training <br />of Neighborhood Block Units to know what to do. <br /> <br />Mr. Price asked Mr. Walker as to how soon could he get the Council the requested <br />information and when could Council reconvene because this is an emergency. <br /> <br />Mr. Walker stated he would speak to the Police Chief first thing in the morning and <br />advise Council when it would be convenient to meet again. <br /> <br />Mr. Sharpe recommended to Ms. Carr to work towards getting the Neighborhood <br />Watch and Block Captains established. <br /> <br />Mayor Welsch stated that tragedy often brings a community together and the <br />perception of crime can be utilized to bring our community together. She also <br />requested to work with Mr. Walker and members of the staff and Council who <br />would be interested in trying to do a City-wide event where the City gave out <br />information on Neighborhood Watch and other public safety advice. She stated <br />this City has a lot of information and services that are a benefit, but citizens don’t <br />13 <br /> <br /> <br />
