<br />Mr. Glickert noted that what had been said was important but can be put into place <br />at any time. He said PR and Marketing are important entities in the community and <br />it would take time to crystalize. Mr. Glickert asked to move forward with the <br />present motion with the intent to come back to an evaluation tool at a later time, as <br />beginning measurements would be first needed in order to measure progress. <br /> <br />Ms. Carr stated a PR firm understood what an evaluation tool was and should have <br />it built in to their product and have a measure by which they evaluate themself. <br />She said Council needed to know what this evaluation tool was. <br /> <br />Mr. Kraft asked what the motion was. <br /> <br />Mayor Welsch said the motion was to amend the original motion to say the scope <br />of work would include an evaluative tool so the work of Brighton could be <br />evaluated. She stated that the Council and residents in a focus group would be <br />giving ideas of what they wanted Brighton to do, and she thought it would be <br />premature to vote on how to evaluate something that has not been clarified. <br /> <br />Mr. Crow noted that it is said by staff that this item cannot be rescheduled, but we <br />always do. He wanted clarification of that statement. <br /> <br />Mr. Walker said this item was marked as could not be rescheduled since there are <br />upcoming scheduled meetings with Brighton and Brighton would need to be paid <br />for their work. He said it could be postponed with the understanding that the City <br />will have to pay Brighton. Mr. Walker said the scope of work was also sent to all <br />group participants and that would be the frame work with which they would be <br />working. <br /> <br />Mr. Kraft withdrew his motion. <br /> <br /> Mayor Welsch noted that withdrawing the original motion also withdrew the motion <br />to amend. <br /> <br />The motion to postpone the consideration of Brighton Agency’s scope of work until <br />next Council meeting, October 22, 2012, carried unanimously. <br />L. COUNCIL REPORTS/BUSINESS <br />Mayor Welsch and the Council wished Arthur Sharpe a happy birthday. <br /> <br />1. Boards and Commissions Appointments Needed <br />Mayor Welsch mentioned the appointments that are outstanding. <br /> <br />Mr. Kraft noted that the Board of Appeals had not met since 1997 and he has <br />delayed his appointment due to the board not being active.
