<br />never stop crime however it could affect the criminal activity plus provide a feeling <br />of safety and security. He stated that the Police Department would have more <br />patrolling which would help limit crime. Mr. Price said his contention was that <br />adding police would never stop all crime, but it could affect activity in hot zones by <br />reducing the criminal activities. As he started to repeat the motion, he noted Mr. <br />Kraft would say it was Out of Order because, “He is like a broken record”. <br /> <br />A “Point of Personal Privilege” was made by Mr. Kraft who stated that the name <br />calling was inappropriate. <br /> <br />Mayor Welsch noted that according to Robert’s Rules of Order, one is never to <br />criticize another member on the floor. She also asked Mr. Walker to respond on <br />his suggestion regarding the concerns that were expressed. <br /> <br />Mr. Price felt Mayor Welsch criticized him on the floor before. He said Mayor <br />stated the Robert Rules of Order state never to criticize a colleague from the floor <br />buy he was criticized from the floor and asked the City Clerk to have the record <br />reflect that. <br /> <br />Mr. Walker stated that the budget process year will start at the end of October and <br />th <br />the first meeting with the public is scheduled for October 25 at the McNair <br />Administration building. He said they will start putting the budget together for the <br />next fiscal year and at this time the City should take a look at all staffing levels as <br />part of the budget process. <br /> <br />Mayor Welsch stated that Mr. Price’s motion was Out of Order as there was <br />nothing on the agenda for a vote to hire new staff. She felt this particular item <br />would involve $260,000 each upcoming year and residents should have the right <br />to be involved in that discussion and share their thoughts. She personally <br />believed this was a violation of our City Charter because it is unlawfully <br />encroaching on the power of the City Manager to hire staff. <br /> <br />Mr. Price said that it was not encroaching on the public to pass the marketing <br />before the public speaks, but now we are encroaching on the public about crime in <br />the neighborhood. He said it was not taking the City Manager’s authority away. <br />Mr. Price stated was just asking for the funding of activity, not who to hire. <br /> <br />Ms. Carr agreed with Mr. Price regarding the Council has the authority to fund and <br />to tell the City Manager that Council would like to see an increased police <br />presence. She acknowledged receiving constant complaints by emails and calls <br />stating that there is a responsibility to Council’s constituents to address these <br />issues. Ms. Carr stated that if police officers are called to handle hot spots, heart <br />attacks, alarms; it takes them away from the scheduled police coverage. She <br />stressed that the constituents needed relief and it needed to be addressed now. <br />Ms. Carr noted the money not spent in Police personnel, can be spent now. She <br />also said there was a learning curve and officers needed to be hired now rather <br />than later. <br /> <br />7 <br /> <br /> <br />
