RESOLUTION 2012 – RESOLUTION TO ESTABLISH A COMPLETE/LIVABLE STREETS POLICY AND AUTHORIZING THE PREPARATION OF A COMPLETE/LIVABLE STREETS ORDINANCE WHEREAS, in an effort to move University City towards being one of the most sustainable cities in the St. Louis Metropolitan region and to make the streets as safe as possible for bicyclists and pedestrians, a Mayor's Task Force on University City's Bike and Walkability (the Task Force) was established in October 2010; and WHEREAS, each member of theCity Council appointed two constituents to this Task Force,from the ward which theyrepresent in an effort to maintain the geographic diversity of the group,and the Mayor appointed one resident from each ward; and WHEREAS, the Task Force was charged with reviewing best practices locally, nationally and internally to determine how to make University City's streets safe for sustainable walking and biking, and how to move forward on making University City a "complete streets" community; and WHEREAS, the Task Force on University City's Bike and Walkability reported recommendations to the Council on June 25, 2012, which included the creation and adoption of Complete/Livable Streets legislation; and WHEREAS, the Task Force has prepared a Complete/Livable Streets Policy and presented the policy to various University City Boards and Commissions and conducted a public meeting on July 26, 2012 with the purpose of obtaining public input, which has been incorporated intothe policy herein; and WHEREAS, the City desires to proceed with the implementation of a Complete/Livable Streets Policy until such time that a Complete/Livable Streets ordinance has been prepared. NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF UNIVERSITY CITY, ST. LOUIS COUNTY MISSOURI AS FOLLOWS: Section 1. The City Council accepts the Complete/Livable Streets Policy attached Exhibit A. hereto as Section 2. The City Council declares its intention to adopt a subsequent Complete/Livable Streets ordinance and herebyrequests the Task Force to work with City staff to develop a draft of said ordinance by no later than April 1, 2013. Section 3. The draft ordinance shall be presented for review and comment to the Green Practices Commission, Plan Commission, Parks Commission, Traffic Commissionand Urban Forestry Commission prior to submittal for consideration of City Council.
