If the c~ner or operator of the restaurant desires to op- <br /> erate a carry-out restaurant or otherwise provide carry-out food service <br /> as a significant portion of the business, an application for a Condition- <br /> al Use Permit must be su~t~ as required by Section 34-65 of the Uni- <br /> versity city Zoning Code and receive the express approval of the City <br /> Plan C~;m,.~ion and City Council. <br />4. Any enlar~ or alteration in the use of tb~ structure as a restaurant <br /> or the site for restaurant use must be approved by the City Oouncil under <br /> a Site Plan Review Amendment before a building permit my be issued for <br /> such enlargement or alteration. <br />5. Adequate refuse disposal shall be provided by and for the business. <br />6. An exhaust system shall be installed and/or other means shall be taken to <br /> prevent any food preparation odors or cooking odors from being readily <br /> perceptible beyond the lot lines of the property on which the restaurant <br /> <br />Mr. Wagner moved approval with all conditions. Mr. Adams seconded tb~ motion <br />and all voted Aye. <br /> <br />~CA RM~ATIC~AL PROGRAM AT MC~IR S~00L <br /> <br />The City Manager requested approval of ~ferring $2,866 into the recrea- <br />tion budget to help with start-up costs for an after-school program operated <br />by the YMCA at Ronald McNair School for 6th through 8th graders. This eight <br />week program begins in April and will serve 25 children four days a week for <br />three hours after school. The cost is $50 per participant, with scholarships <br />available on an as-r~xx~ed basis. The actual start-up cost is $3,866, which <br />includes YMCA staff and equipment. The Commu~ty Partnership will contribute <br />$1,000. Continuation of tb~ program depends on other expanded YMCA programs <br />in University City, with the expectation that they will generate r~cded reve- <br />nue to offset the M~Nair program costs. The YMCA will analyze this pilot <br />program and other recreational resources over the next few months. <br /> <br />Mrs. Thompson moved approval, and Mr. Schoc~er seconded the motion. <br /> <br />In response to Mr. ~otton, Mr. Trent Moeller, 2032 Alameda, representing the <br />YMCA, said the School District's contribution is space, and several school <br />personnel are serving on the c~m~Httee work/rig on this totter. <br /> <br />Mrs. Schuman sai4 this is an excitin~ collaboration involving the City, the <br />Schools, (k,~a~nity Partnership and the YMCA. <br /> <br />All voted Aye. Mayor Majerus said this was an exciting start to what <br />hopes will be a very successful and rapidly expanding program. <br /> <br />PRES~fATION OF C[~4~3NITY ASSESSMm~ <br /> <br />The City Manager said a team of nursing students from Maryville University <br />spent many hours conducting a ccmmunity assessment of University City during <br />Fall, 1994, and will present the assessment to Council at this time. They <br />will also announce their ~ty Impact project. <br /> <br /> <br />
