Session 1760 <br />June 21, 1999 <br /> <br />Steve Littlefield, 7102 Maryland, said that he is president of the Maryland Terrace Trustees <br />Association. The City of St. Louis faxed him this afternoon, a formal analytical traffic <br />analysis for Skinker Boulevard. The summary says that an at grade route at Skinker would <br />be disastrous. This is the reason that Mayor Harmon has asked East West Gateway for a <br />60 day delay in their vote. He wanted to wait for the finished plans of the compromise <br />route that Mayor Adams negotiated with Mr. Sterman. Mr. Littlefield urged the Council not <br />to take a vote on verbal assurances tonight and wait for the formal plans to be delivered in <br />the next few days. After the plans have been reviewed, a special meeting can be held to <br />vote in the resolution. <br /> <br />Suzanne Finhey, 7106 Westmoreland, asked what the actual assurances were and who <br />made the assurances and what did we give up in return. Mr. Ollendorff said that the <br />Executive Directory Les Sterman, of East West Gate Coordinating Council had assured him <br />that they would be recommending, at least the portion in University City west of Throop <br />continuing on towards our City Limits near Forsyth, would be underground, including the <br />station. He and the Mayor told Mr. Sterman that the most critical element was to get the <br />train underneath Big Bend. Responding further to Ms. Finney, Mr. Ollendorff said just <br />because we revise our resolution is not a guarantee that the East West Gateway Board will <br />approve it. They understand that a route other than what was negotiated would cause the <br />City to withdraw their support. Ms. Finney wanted to make sure that the "appropriate <br />visual and sound damping" installation was approved by the City. Mr. Ollendorff said that <br />under #2 of the resolution it states that appropriate sound and visual damping and <br />landscaping had to be done to the satisfaction of the residents and the City of University <br />City. Ms. Finney asked about a provision in the resolution that stated that all underpasses <br />for the rail alignment at all intersecting roadways had been taken out. Mr. Ollendorff said <br />that was not a provision in the resolution. Provision #3 thru #7 are unchanged. It is <br />going underground at Big Bend to Forsyth. Ms. Finney asked why they were planning to go <br />under at Throop. Mayor Adams said he was not positive, but he believes they needed to <br />keep it open there for the Washington University people so they could continue to get in <br />and out. Mr. Munkel offered a suggestion that it takes a certain amount of linear feet to go <br />down under Big Bend and the sewer lines that are located under there. Mr. Wagner said <br />that this going under at Throop is not a new idea, but an alternative that EWGCC had been <br />talking about for some time. We wanted the alternative that was all underground. EWGCC <br />wanted the alternative that was all on the surface. We were a week away from the decision <br />day, and it looked like EWGCC was going for the surface alternative. Going under at <br />Throop was one alternative. It was not the worst, neither was it the best.
