Session 1760
June 21, 1999

Mr. Lieberman said that he was fortunate to be attending the meetings of the LSBD and he
believes that the involved loop merchants are doing a marvelous job and that this
organization is a great asset for the City.

AGENDA #5 - RECUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC INTEREST
RESEARCH (MoPILRG):

The Fund for Public Interest Research is planning to conduct a door-to-door campaign on
behalf of MoPIRG (Missouri Public Interest Research Group) for the period June 28, 1999
through July 18, 1999. They will collect financial contributions and petition signatures.
The organization will certify that the cost of raising the funds in the solicitation will not
exceed 25% of the total amount raised. A representative of the organization has been
invited to be in attendance should the Council have any questions.

Bruce Spee, 6633 Kingsbury, representative of the applicant, came forward.

Mr. Wagner wanted Mr. Spee to urge the organizers to quit at dark, even though the
ordinance states that they can continue up until 8:00 p.m. It is a residential safety
concern. He wished MoPIRG good luck with their solicitation.

Mr. Lieberman wanted to find out if MoPIRG has made any effort to solicit only in front of
businesses, rather than going door to door. Mr. Spee said that they had not. Mr.
Lieberman tells his constituents not to be afraid to contact the police when strangers are in
the neighborhood, ~,nd he therefore feels very strongly about not permitting any door to door
solicitation of any kind.

Mr. Sharpe wanted to find out if the people performing the solicitation could at least wear
an identification item that will help identify them to the residents. Mr. Spee said that they
could and would wear identification items.

Mr. Munkel moved approval. Mr. Wagner seconded the motion. All voted Aye, except for
Mr. Lieberman who voted Nay. The motion carried six to one.

AGENDA #6 - SITI[ PLAN - 8675 OLIVE:

A Site Plan has been reviewed and found to meet basic City ordinance requirements for a
not-for-profit organization to locate a rehab center and store in the Industrial Commercial
zone on Olive close to 1-170. Since the organization will be renting rather than owning the
premises taxes are expected to continue to be paid. The City's Comprehensive Plan calls
for this Industrial Commercial area to be redeveloped into a high quality major tax base
project. The City Council has directed City staff to promote strategies to bring this about as

9
