VERSION 1

Ms. Elsie Glickert, 6712 Etzel Ave
Ms. Glickert discussed the replacement of the broken portable steps for the
handicapped at the Natatorium. The U-City School District has ordered the steps
and asked the City to pay for half of the cost. The Parks’ department has already
turned down this request. Ms. Glickert requested the Council to authorize one-half
of the payment which would be $1,150. Ms. Glickert went on to suggest that
Heman Park pool lifeguards return to certification by the Red Cross. Furthermore,
the diving board and slide had to be closed frequently last year because of
insufficient guards on duty. She also asked if the very narrow rungs on the pool’s
ladders could be replaced especially the one in the 5 feet water. Ms. Glickert asked
if the City could negotiate with the school district
February 5, 2007
C-3-f
to take over the management of the
Natatorium. Lastly she talked about the Prop K Committee’s
recommendation that during the City Hall’s renovation the offices for staff in the
recreation department be permanently transferred from City Hall to Centennial
Commons.

Arthur Carter, 1127 Burch Lane
Mr. Carter came before the Council to call attention to the cable franchise price
increase. Mayor Adams said that the cable industry is controlled by the Federal
Congress and the Communication Acts; the City is prohibited from controlling any
such rate changes by the Federal legislation.

COUNCIL COMMENTS
Ms. Brot reminded Council of the Big Read program pizza lunch and program on
February 17. She said Councilmembers should have received their copy of the
book Farenhheit 451. She again asked for help from the Council furthermore, she
encouraged everyone to check at the library where there will be many Big Read
events going on in February.

Mr. Glickert, in response to the request from Ms. Elsie Glickert, asked the City
Manager to find the money to pay for half of the cost of the replacement steps for
the Natatorium. Mayor Adams said that he would like to see the source for this
money. Ms. Feier said she would look at the budget and present some ideas to the
Council for approval.

Mr. Price reminded everyone of the necessity to keep Ameren UE under scrutiny.
He suggested writing a collective letter to the PSC encouraging Ameren UE to plan
for future electrical outages now. He also reminded everyone of the street light
outages that University City has experienced, one light being out for 600 days
before Ameren UE was able to fix it. Such action indicates Ameren UE does not
have a workable maintenance plan.

Ms. Brot asked if Ms. Feier had received a response regarding her written request
