<br />no; it cannot be changed unless it goes back before the LSBD, merchants, and property owners. <br />He concluded that commitments and promises must be kept. <br /> <br />Mr. Senturia asked if there was a place in writing where this could be found; if it was committed <br />to writing. <br /> <br />Mr. Ollendorff stated it could be found on adopted site plan, some of which showed specific <br />that much of it is in writing but not in one specific place. <br /> <br />Mr. Senturia asked about the notion that this would remain as parking in perpetuity. <br /> <br />Mr. Ollendorff stated his previous statements that the agreements were in perpetuity were an <br />overstatement; they stated that they could be changed by mutual agreement by developers and <br />the City; the policy was that changes could be made, but only with discussion with the LSBD. <br /> <br /> <br />Mr. Senturia asked Mr. Ollendorff if there was ever a study about the adequacy of parking for <br />the north parking lot when he was the City Manager. <br /> <br />Mr. Ollendorff stated there was and that at the time, the City felt they were meeting two out of <br />three elements; they were meeting the City Ordinance requirements; they were meeting the <br />standards. <br /> <br />Mr. Senturia replied, to confirm, that studies were done. <br /> <br />Mr. Ollendorff stated they were, but they did not adopt a plan or enforce it. <br /> <br />Mr. Senturia asked Mr. Ollendorff if he could help to find a study that was done. <br /> <br />Mr. Ollendorff replied he could and that they were always looking where they could get more <br />parking and the next step was to try to expand the parking lot to the north and into Leland; it was <br />an in-house recommendation based on earlier studies stating there was not enough parking and <br />merchants stating there was not enough parking. <br /> <br />Ms. Locke asked Mr. Ollendorff why the parking structure on Delmar might be underutilized. <br /> <br />want to use it. <br /> <br />Tim Michaels, Green Practices Commission member and University City resident, addressed the <br />Plan Commission. <br />Mr. Michaels commented on the opportunity the Plan presents for University City to move <br />forward with more sustainability. <br /> <br />tm; <br /> <br /> šE <br /> <br /> <br />
