Mr. Halpert asked if the LSBD would support the Plan if references to the development of the lot
are removed from the Plan.

Ms. Bueler stated they would support the Plan as long as any references to development of the
lot are removed from the entire Plan.

Ms. Lewis asked Ms. Bueler if it was true that she did not receive notification over the course of
the past 9 months that this would be a piece of the Plan.

Ms. Bueler stated she received notifications that public meetings were to occur, but there was
never any direct notification brought to business or property owners to discuss repurposing of the
parking lot and that is not acceptable to the Loop business owners.

Ms. Lewis asked about a statement in the letter from the LSBD and a reference to development.

Ms. Bueler stated that over the past 12 years the issue had come up again and again and the
feeling among business owners is that the City is going to pursue this issue with whatever means
necessary. She added that it came up about the free parking and to possibly charge for parking
lot use and the City did not come to discuss it with the LSBD; the first time they heard about it
was the day after the meeting.

Ms. Lewis asked if they preferred additional contact when things of this nature came up; not just
posting, but more personal communication.

Ms. Bueler stated they want the notification they are legally entitled to, and as stakeholders, that
they deserve.

Ms. Lewis stated that the Plan Commission members are being told the LSBD was notified on
several occasions by different methods and she was trying to find out where the downfall was
and a way to remedy it.

Ms. Bueler stated that with the sensitive issue of the parking lot they have made known time and
time again, they have to assume that they were deliberately and intentionally excluded from the
plan, as it was never brought forth at one LSBD meeting.

Ms. Greening recommended to the City that when situations like this happen now and in the
future that a member of City staff attend the LSBD meetings.

Mr. Lai confirmed that Community Development staff attends the meetings as do Public Works
staff and Police.

Ms. Bueler acknowledged that the City attends but stated she wants all the information.

Mr. Halpert asked Ms. Bueler if over the past few months she was provided with a working copy
of the document itself or with a presentation covering the aspects of the Plan.

tm; E
