Mr. Senturia stated that his notion is to separate the parking lot out for now <br />with a clear understanding that we will move forward with a parking solution and it will happen <br />as a parallel process with the Comprehensive Plan Update. He stated we should put all options <br />on the table and challenge the naysayers to come up with options. He stated it has to be solved <br />and his thought is to divide them and put the Plan on one track and the parking lot on a separate <br />track, and all options are on the table. He stated we should give people time between now and <br />the Comprehensive Plan process to figure out what that option is. <br /> <br />Ms. Moran stated she agreed with Mr. Senturia and thought and a viable <br />option to split it, given the fact that in 2013 we will revisit the Comprehensive Plan and this is to <br />be part of the 2005 Plan, that it will be revisited. She stated that she was excited about the Plan <br />and thinks it is wonderful. She stated her one reservation about it is, while she knows it is a <br />neighborhood plan, the boundaries of the Plan are an artificial slice of University City and The <br />Loop landscape and there are no provisions in it for adjacent areas. She stated that when we look <br />at the Comprehensive Plan we will be able to look at adjacent areas. She stated that we have <br />Delmar-Harvard and the Ward Building and who knows what the School District and the City <br />will do with those; who knows what opportunities could affect Parkview Gardens. She stated <br />that we need to look at the entire Loop environment including Loop South, and immediately west <br />and south of Kingsland to see where there could be compromise and where there are <br />opportunities that are not within the boundaries; we will have an opportunity to do so in the <br />Comprehensive Plan. <br /> <br />Ms. Greening stated that the federal grant is just for the planning <br />to lose that money. <br /> <br />Ms. Moran stated that an argument could be made that 200 feet west would work; we could try. <br /> <br />Ms. Greening asked if we could take the north parking area on a separate track to discuss over <br />the next four to six months and if that would be an issue. <br /> <br />Mr. Senturia stated that the time is now to put compromises on the table. <br /> <br />Ms. Greening asked about the timeline. <br /> <br />Ms. Riganti stated that it was a three year grant awarded last March and we were on an <br />aggressive and accelerated process. <br /> <br />Mr. Lai stated that theoretically it is a three-year grant; that we are on a fast track and told federal <br />officials we are trying to get it done in one year, although it has extended a little over one year. <br />He stated that we were hoping to get to City Council by August and the primary reason was to be <br />positioned to apply for other implementation money and would have preferred status because of <br />the current grant. He stated that as soon as the Plan is approved, we would be in a better position <br />to apply for other grant money, as will be all communities who have received money from HUD <br />and DOT and there is a limited amount of federal money available for implementation. <br /> <br />tm; <br /> šE <br /> <br /> <br /> <br />
