He stated that someone could have had other issues with building height, density, parks, <br />or transportation; we cannot select one issue for them to look at, so they were invited to come see <br />the full picture; it is documented in their newsletters and minutes that staff was there and there <br />were eye witnesses. He stated that staff did not specify certain issues but it was not the right <br />thing to do. <br /> <br />Ms. Greening asked about the full Plan and if staff offered to present the full Plan at the LSBD <br />meeting. <br /> <br />Mr. Lai stated they were invited to public meetings where there were presentations by the <br />consultants and thought that would be fair because they would receive the same information as <br />the public; they were urged to attend. He stated that some of the members did attend and it is on <br />record and some chose not to attend, but then blamed staff for not inviting them. He stated that <br />some did attend public meetings and they had an opportunity to present their own view and if <br />certain issues were important to them, they could have been brought back to the LSBD, but that <br />was a personal choice. <br /> <br />Ms. Greening asked Mr. Lai if they asked staff to present the full Plan. <br /> <br />Mr. Lai stated they did not. He stated that after the public hearing was held, around the time of <br />the May Plan Commission meeting when the issues were brought up after the fact, one of the <br />business owners asked if a presentation could be made. He stated that the consultants will testify <br />later that during stakeholder interviews, the president of the LSBD was contacted and invited to <br />participate, but the consultants will testify to that. <br /> <br />Mr. Senturia asked if, during the run up to the Plan and the research, City staff or the consultants <br />during their preparation had conversations with the LSBD about the north parking lot. He asked <br />if what was being considered as an alternative was discussed. <br /> <br />Mr. Lai stated he would let the consultants address that question. <br /> <br />Mr. Lai stated that personal announcements were made at LSBD meetings as well as by other <br />members of the project team; it is well documented. He stated that over the last two months, one <br />of the speakers stated he was not aware of the meetings. Mr. Lai stated that the chairman and <br />treasurer of the Parkview Gardens Association had been attending public meetings and the vice- <br />chairman had been copied in every correspondence that was sent to the planning partners; he was <br />on the distribution list for all notifications and the Plan Commission is welcome to look at them <br />[copies of email messages available for viewing]. <br /> <br />Ms. Lewis asked for clarification because after the last meeting she was confused about what <br />happened and drove the area. She stated she thought it was building of apartments on the north <br />side of Metcalfe Park that she recalled discussing.
