<br />Mr. Lai stated there were net increases in terms of numbers and it would be addressed by the <br />consultants. He stated that the parking counts are known and a majority is public parking, a <br />small portion is private parking, and a small portion is in an easement. <br /> <br />Ms. Greening stated that the net gain in parking referred to is not all surface parking. <br /> <br />Mr. Lai stated the net gain is based on structured parking. <br /> <br />Mr. Senturia asked about the evaluation of the sufficiency of parking regarding the counts. <br /> <br />Mr. Lai stated the consultants would provide more details. <br /> <br />4.Lack of safety in structured parking; people prefer to park in a lot rather than a garage. <br />Mr. Lai provided a table with crime data between the parking garage in The Loop and the surface <br />number of incidents is much less and there are more crime incidents on the surface parking lot. <br /> <br />Ms. Felton asked if it was because of more use. <br /> <br />Ms. Moran asked if there was full capacity data to match that of the lot. <br /> <br /> of day; for example, <br />at 9 am it may be only 40 percent full and on Thursday or Friday at 4 pm it is 80 or 90 percent <br />full. He stated that regarding scale, staff looked at garage use but did not have good data about <br />that; there was data related to revenue. He stated there are about 94 spaces in the garage and the <br />surface parking lot is about 400 to 450 spaces. He added there was also an attendant at the City <br />garage at certain times so there is extra security as there is only one way in and out, so there are <br />reasons for a lower number of incidents. <br /> <br />Ms. Locke asked if there was generalized data that looks at crimes in open lots versus structured <br />lots. <br /> <br />Mr. Lai stated that had not been done yet because of just looking at City lots but staff could see <br />what other cities with both types of lots have available. He stated staff could check in the St. <br />Louis area if that data was collected. He stated that for other parts of the country, staff had done <br />research looking into garage parking versus surface lots, the pros and cons, and could not find a <br />lot. He added that research had been done on the internet, a study from a professor at UCLA, <br />and publications such as American Planning Association publications. He stated that some <br />cities, cited by research on curb parking versus free parking and fear from business districts in <br />those areas after cities implemented parking fee structures; that as a result it helped to maximize <br />utilization of curb parking spaces and increased businesses rather than holding up parking spaces <br />all day long, also the environmental impact. <br /> <br />Mr. Senturia stated it would be interesting to check BJC about the Queeny lot and perhaps <br />around the stadium, not during games, but just for downtown parking, and safety statistics. <br /> <br />tm; E <br /> <br /> <br /> <br />
