He stated that when we had a specific proposal in front of the Plan Commission or <br />City Council, it should be reviewed and evaluated at that time. <br /> <br />8.There is a proposed zoning change and change of use of the parking lot. <br />Mr. Lai stated that the Plan is a sustainable, long-term vision for the neighborhood; it is not a <br />zoning change as no rezoning petition has been filed on the parking lot. He stated that a zoning <br />change would be subject to Plan Commission and City Council review with public comment <br />opportunities available. He stated it was a long-term vision for the neighborhood and not a <br />zoning change. <br /> <br />9.The consultants are basing their proposal on unproven and experimental development <br />strategies. <br />Mr. Lai stated that for the professional consultants, this is not their first plan and they had done a <br />lot of other projects. He stated that what has been recommended in this Plan is based on best <br />practices and their professional expertise. <br /> <br />10.The structured parking recommendation is not necessary to obtain the federal grant. <br />Mr. Lai stated that the Draft Plan does not state that it is a requirement, but it should be <br />recognized that such a recommendation meets the objectives of sustainability and livability <br />which is the purpose of the federal grant. He stated it is not necessary, but meets the <br />sustainability purpose of the grant. <br /> <br />11.The Plan does not require developers of new developments to create their own on-site <br />parking. <br />Mr. Lai stated that was just an assumption and not substantiated, as any future rezoning request <br />would be subject to review and approval by the City for a specific proposal. He stated that the <br />City could require a developer to provide their own on-site parking; a lot of conditions could be <br />required. <br /> <br />12.The community vision is to expand the north lot surface parking. <br />Mr. Lai stated that no evidence had been provided that this is the community vision. He stated <br />that to keep expanding the surface parking lot is similar to urban sprawl. He stated that a lot of <br />other urban areas have dealt with urban sprawl and lessons have been learned suggesting to go <br />back to compact city design that is more walkable and saves resources. <br /> <br />13.The community is opposed to the shared parking concept. <br />Mr. Lai stated this was an assumption only and no evidence had been provided. He stated that <br />shared parking, sometimes due to different peak hours between residential and retail uses, and <br />having some overlapping of parking would be the best use of the parking spaces; shared parking <br />helps to reduce the cost to the City, businesses, and private developers. <br /> <br />14.The success of The Loop has had little public financial support. <br />tm;  šE <br /> <br /> <br /> <br />
