Prior to the meeting, we <br />recommend that you visit the site(s). Please call (314) 505-8568 or email agutierrez@ucitymo.org to confirm <br />your attendance. <br />AGENDA FOR THE MEETING <br /> <br />1. Call to Order <br />2. Roll Call <br />3. Approval of Minutes November 14, 2012 <br /> <br />4. Loop Trolley Project <br /> <br />The proposed improvements presented to the Traffic Commission last November 14, 2012 included the <br />construction of the Roundabout at Delmar Blvd and Trinity Ave and the construction of the Loop Trolley along <br />the Delmar Loop. <br /> <br />As a follow up to the proposed changes in traffic and parking as part of the construction of this project, the <br />Public Works and Parks Department offers the following comments: <br /> <br />Traffic <br /> <br /> Approve the reduction of the speed limit to 15MPH at the Roundabout. <br /> <br /> Approve the reduction of the speed Limit on Delmar from the Roundabout (Trinity Ave) to the east City <br />Limits to 20MPH. <br /> <br /> Signage – All previous County signs i.e. “Kingsland Ave Next Signal” signs to be removed and not <br />replaced. <br /> <br /> As part of the Traffic Study presented to the City, the level of service presented at future condition at <br />the intersection of Delmar and Sgt. Mike King was “F” and is not acceptable. Trolley shall improve the <br />Level of service at that intersection. <br /> <br /> Passing regulations part of the Municipal Code and Trolley Operation needs to be reviewed to allow <br />passing of the Trolley if desired. <br /> <br />The Traffic Analysis Study prepared by CH2MHill dated October 17, 2012 used the Synchro Computer <br />program to model the traffic flow and the program is not able to correctly incorporate the trolley traffic effect. <br />VISSiM Computer program is the proper modeling tool to use to incorporate pedestrians and other modes of <br />transportation. The City of St. Louis rejected their traffic study for the above reason and the Trolley <br />Transportation District has hired CBB (Traffic Engineers) to do a new Traffic Analysis Study. This study will be <br />done about mid-December. Therefore no final recommendation can be made to the Traffic Commission until <br /> <br />after we have had a chance to review <br /> <br />Parking <br /> <br /> Parking regulations to be adjusted in accordance with the construction of the Trolley and its stops and <br />the roundabout new parking restrictions. Municipal Code Chapter 10.40 – Stopping, Standing and <br />Parking Generally, will need to change. <br /> <br /> 34 parking spaces will be eliminated and 10 spaces added, with a net loss of 24 parking spaces within <br />University City. From the 34 parking spaces eliminated, 9 parking spaces are to be eliminated east of <br />Kingsland Ave. This project shall provide at least 9 new parking spaces in the Loop Area. <br />www.ucitymo.org 1 <br /> <br /> <br />
