<br /> <br /> Citizen Task Force on Crime Prevention and Awareness, requested by Mayor <br />Welsch and Mr. Glickert. <br />Mr. Glickert discussed crime prevention and awareness regarding a Citizen Task <br />Force and stated that after talking with his colleagues, and the Mayor who talked <br />with the Chief of Police and Captain Jackson. He felt a need for the community to <br />form a Citizen Tax Force on Crime Prevention and Awareness in University City. <br />Mr. Glickert asked to opened the floor for discussion with his colleagues and bring <br />it to a vote. <br /> <br />Mr. Crow stated that he believed the Council should be considered the task force. <br />The Police Chief stated what he needed and as noted on the agenda <br />Councilmembers Price and Sharpe have laid out a number of items to move <br />forward regarding this issue. Mr. Crow believed the citizens in his area felt more <br />strongly toward break-in violence than drug related issues. He believed the City <br />already has a focus group that functions and it would be important for the entire <br />City to engage in that. He noted that task forces have stepped forward in past <br />roles and have cause the City harm. Mr. Crow hoped that the rest of his <br />colleagues would concur that the City Council was the best task force for this issue <br />because Council hears from the residents regularly concerning these issues. <br /> <br />Mr. Price said that the City received a prepared report from the Chief of Police and <br />within the crime report, the Chief and his staff laid out what they needed. He <br />reiterated about the Police Chief’s request which was the need to hire four more <br />police officers. Mr. Price stated that he talked with the Police Chief and Captain <br />Jackson many times and noted that the City was short four police officers and two <br />officers were in the COPS program and not on the streets. Mr. Price stated that <br />one of the persons who was in favor of having a task force voted against hiring <br />more police. <br /> <br />Mr. Glickert requested a Point of Order because he felt Mr. Price said something <br />that was incorrect. <br /> <br />Mr. Price asked Mr. Glickert if he abstain from voting for more police officers. <br /> <br />Mr. Glickert stated that he voted for the budget which included three additional <br />officers. <br /> <br />Mayor Welsch reminded Council to stick to the discussion item on the floor. <br /> <br />Mr. Price said he would stick to the issue and continue to state that he and Mr. <br />Sharpe brought forward to hire seven additional police officers. He asked if <br />Council had their reports and asked Ms. Pumm to get them another copy if <br />needed. <br /> <br />Mr. Price mentioned the next item on the Chief of Police’s report of installing <br />electronic monitoring systems in homes and automobiles. Mr. Price said the <br />report also discussed home security audits for the residents and the need for <br />various security systems and block units.
