<br /> <br />Mr. Sharpe moved to approve Rule 38F, was seconded by Mr. Price and the <br />motion carried unanimously. <br /> <br /> <br /> The Council believes that all streets in University City should receive street <br />sweeping service submitted by Mr. Kraft and Mr. Glickert. This would be a non- <br />binding statement by Council and did not authorize any spending, and did not <br />require any action. <br /> <br />Mr. Kraft moved to approve that Council believed that all University City streets <br />should receive street sweeping service. Motion <br />was seconded by Mr. Glickert. <br /> <br />Mr. Crow asked that if it was non-binding and did not have any affect then why the <br />vote. <br /> <br />Mr. Kraft stated that the vote was to get the sense of Council of what they wanted. <br /> <br />Mr. Crow felt that after extended conversations they had earlier in the <br />meeting, this would send an odd signal. Mr. Crow moved to Postpone Indefinitely <br />this motion and was seconded by Mr. Price. <br /> <br />Mr. Kraft said why not just vote it down instead of introducing another motion. <br /> <br />Mr. Crow appreciated Mr. Kraft’s opinion, but still wanted the motion to Postponed <br />Indefinitely. <br /> <br />Mayor Welsch stated there was a motion on the floor and a second. <br /> <br />Mr. Kraft stated that if you vote against it, you are against street sweeping on <br />private streets. <br /> <br />Mr. Crow believed that any member of Council was able to take action any way <br />they choose. He said some tend to operate their government appropriately and <br />within the confines of the advice we were given by counsel. He felt that at this <br />particular case it was probably more about elections than it was about government <br />so he stood by his motion. <br /> <br />Mr. Price stated again that either the Council wants to follow, break or circumvent <br />the law. He said he chose to follow the law. <br /> <br />Roll call vote was: <br />Ayes: Ms. Carr, Mr. Crow, Mr. Sharpe, and Mr. Price <br />Nays: Mr. Kraft, Mr. Glickert, Mayor Welsch <br /> <br /> <br /> Mr. Crow wanted to determine why the real estate purchase regarding the Olive <br />Boulevard properties was on the agenda as an open matter and why it came <br />under the City Manager’s Report.
