<br />UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />November 13, 2012 <br />5:30 p.m. <br /> <br /> <br />th <br />The City Council Study Session was held in the Council Chamber on the 5 floor of City <br />Hall, on November 13, 2012. Mayor Shelley Welsch called the Study Session to order at <br />5:36 p.m. In addition to the Mayor Welsch, the following members of the Council were <br />present: <br /> <br />Ms. Paulette Carr <br />Mr. Stephen Kraft arrived at 5:55 p.m. <br />Mr. Terry Crow <br />Mr. Byron Price <br />Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Michael Glickert was excused. <br /> <br />Also in attendance were City Manager Lehman Walker, Director of Public Works and <br />Parks Rich Wilson, Senior Public Works Manager Lynnette Hicks, and members of the <br />Bike and Walkability Task Force Sarah Hanly, Margaret Johnson, Jane Schaefer and <br />Beverly Jane Spudick. <br /> <br />Mayor Welsch opened the Study Session by asking if there were any changes that needed <br />to be made to the Council’s agenda for the evening. Mayor Welsch noted that since Mr. <br />Glickert had to leave town, she would like to delay the discussion of a proposed citizens’ <br />task force on crime prevention and awareness. Mayor Welsch and Mr. Glickert requested <br />that discussion. <br /> <br />Mr. Walker introduced Sarah Hanly who presented the task force’s recommendation for <br />the City to adopt a Complete Streets ordinance. <br /> <br />Ms. Hanly stated that the task force has been meeting since the fall of 2010. The <br />committee has worked together with Trailnet and H3 Design Studio to develop a bike/walk <br />master plan. She said the task force learned a lot about designing a community for active <br />living. Ms. Hanly noted that after their presentation in June 2012, Council asked the task <br />force to have a public meeting and then to present their proposal and rationale to a <br />number of other commissions: the Urban Forestry, the Green Practices, the Traffic, the <br />Park and the Plan commissions, which they have done. Ms. Hanly spoke on the feedback <br />the task force received from all these meetings. <br /> <br />Ms. Hanly explained the importance of a Complete Street ordinance. It would be a means <br />of ensuring that the City considers how the transportation network works for all users. She <br />said transportation not only meant people in vehicles but also people on bicycles and <br />walkers. Complete Streets are safe, comfortable and convenient for everybody, <br />regardless of age or ability. <br /> <br />1 <br /> <br /> <br />
