Session 1696, Minutes <br />May 14, 1997 <br /> <br />five or six years, w~ will need to replace the ladder truck. Responding to Mr. Wagner, Mr. Nortleet said that our operating <br />reserves was approximately $1.8 million. Mr. Ollendorffexplained that 729.60, Contingent Appropriation, is to cover any <br />unanticipated expenses. <br /> <br />40. I 0 LIBRARY: <br /> <br />The City Manager said that there were no major changes in the Ubrary budget and was self explanatory. They are satisfied <br />with the .32 tax rate. <br /> <br />The Council returned to unresolved and previously discussed issues. Mr. Ollendorff said that the $40,000 that will not be <br />needed for Health and Medical, and possibly the $37,650 that may not be used for the Park Department network could <br />possibly be added to the contingency account. Responding to Mr. Lieberman, Mr. Ollendorff believes that the Council <br />should put the use tax issue on the ballot in the spring. He further commented that a positive result at the polls would not <br />help the City this fiscal year. It probably would not be seen until the summer of 1998 for the following year's budget. The <br />Mayor suggested that the UCRS allocation and Municipal League dues not be raised at this time, but to leave them in <br />Contingency for the time being. Mr. Wagner agreed. <br /> <br />Mr. I ieberman asked about plans to raise the ambulance fee rates. Mr. Ollendorff replied that staff was researching this issue <br />in order to justify and recommend a figure to Council and that a proposal would be forthcoming. Mr. Munkel inquired <br />about the numbers of tire runs versus ambulance runs. The City Manager said that he estimated that there were <br />approximately 500 fire runs per year and approximately 2,500 ambulance runs per year. Mr. Munkel said that this would <br />mean a higher wear and tear rate on the ambulance equipment than fire equipment. Mr. Ollendorff said that every year the <br />Finance Director checks the Medicare and Medicaid rates. Mr. Norfleet said that the Medicaid co-pay is $50. Mr. Nodleet <br />said that most of the ambulance bills is approximately 60-70% Medicare or Medicaid. <br /> <br />The meeting was adjourned at 9:06 p.m. <br /> <br />Leisha K.
