Session 1694, Minutes <br />May 5, 1997 <br /> <br />CITY MANAGER'S RFPORTS: <br /> <br />CONSENT CALENDAR (5 ITEMS) <br /> <br /># I - Picnic Liquor Ucense - Fair In The Square: The City Manager recommended approval of the annual license for the <br />Gateway Marine Corp League to sell beer at the June I st Fair In The Square on Kingsland near the post ot~ce. This license <br />has been issued for many years without any problems. <br /> <br />#2 - Printer Ribbons and Overlays for Park Department I.D. System: City Manager said that out of three solicited <br />quotations, two were received for supplies for the new Park I.D. System. $7,272 is budgeted for this purchase. The bids <br />were tabulated as follows: <br /> <br />P & L Products $7,272.00 <br />Card Systems $7,299.00 <br /> <br />City Manager recommends approval of the low quote from P & L Products for $7,272.00. <br /> <br />#3 - Public Hearing Date - Zoning Amendment for Bed and Breakfast Facility: City Manager recommends setting 7:30 <br />p.m. on June 9th in the Council Chambers for a public hearing to consider amending the text of the zoning ordinance to <br />permit bed and breakfast facility with a limit of five guests as a permitted home occupation in a single family dwelling. The <br />Plan Commission recommends adoption of this change with appropriate standards and limitations. <br /> <br />#4 - New Telephone System: City Council accepted the recommended new telephone system at a cost of $96,000 <br />earlier this year. A~I of the available options were unit priced. An analysis of needs in terms of equipment and various <br />optional features has been done. He recommends the addition of options in the amount of$15,065. He believes these <br />additions will provide for a very modern, up-to-date, citizen friendly communication system with all city departments. <br /> <br />#5 - Parks Department Courtesy Cards and Golf Course Discounts: Mr. Ollendorff recommends approval of one time <br />new resident courtesy cards for Heman Pool and the Natatorium. Further that a third card be offered giving new residents <br />one free use of the Recreational Facility Fitness Room. He further recommends that the City Council approve a one dollar <br />($ 1.00) discount on all Ruth Park green fees during the fairways sprigging project which will take approximately one month <br />to complete. <br /> <br />Mr. Schoomer moved approval of the consent calendar. Mr. Wagner seconded the motion, which carried unanimously. <br /> <br />AGENDA NO. 2: PUBLIC HEARING - ANNUAL BUDGET: <br /> <br />Mayor Adams called for the public hearing on the 1997-1998 Annual Budget to be opened at 7:42 p.m. <br /> <br />The City Manager said that beginning seven years ago, the City Council decided to have two public hearings, not just one, to <br />answer citizen comments regarding the annual budget. One is tonight and the next public hearing is set for May 19th at <br />7:30 p.m. Public comments are welcome during this time period. Two public budget study sessions will be held in the <br />E.O.C, room at 7:00 p.m. Monday, May 12th and Wednesday, May 14th. The Council will start studies with the beginning <br />of the budget through the Police and Fire sections on May 12th, and the remainder of the budget will be studied on May <br />14th. <br /> <br />Being that no further comments were made, Mayor Adams declared the public hearing closed at 7:46 p.m. <br /> <br />Responding to Mr. Schoomer, Mr. Ollendorffsaid that the county's final detailed figures for assessed valuation would not be <br />expected until early July. <br /> <br /> <br />
