<br />Q: <br /> Mr. Kraft said a City could dissolve the agreement, but the TDD could not be dissolved <br />and there could be a tax implications or tax abatement situation to be handled. <br />A: <br /> Mr. Mello stated that the TDD would stay in existence until the debt was paid off. He <br />said the tax abatement matter could be an issue if the project was accomplished on <br />the U City-side but not yet funded or completed on the Olivette side. Mr. Mello said, <br />“How do you write a check for that”. <br /> <br />Mr. Kraft left at 7:30 p.m. <br /> <br />Q: <br />Ms. Carr noted that there were buildings on both sides of Olive and when traveling <br />down Olive she noted it was full and she wrestled with the idea of replacing <br />businesses with new businesses. Ms. Carr stated that she heard that U City would get <br />the infrastructure and Olivette would get the construction and does not know if that is <br />true as she had no idea of the plans. She noted that she was being asked to look at <br />the legal agreement when she did not grasp the contract. <br />A: <br /> Mr. Mello asked that the agreement be broken down into three pieces. He said the <br />Council did not have the plan in front of them and cannot decide now if it was feasible, <br />sustainable or how it made sense. Mr. Mello said then a year later the plan could be <br />looked at as the second piece. <br /> <br />Q: <br />Ms. Carr noted that all she knew at this time was that there will be a transfer of the <br />City’s planning to some other entity. <br />A: <br />Mr. Mello explained the transfer did not begin on day one. It occurred when all the <br />documents were put in place by the City. He noted that if the City has the zoning code <br />in place and their comprehensive plan in place and if no new development comes in, <br />nothing changes. <br /> <br />Q: <br />Ms. Carr said that the City could just spend money to change the codes, which may <br />need to be changed back. This brought her back to her question of does the City want <br />to make the contract so difficult to get out of. She said that no one has been able to <br />tell her what this looked like in terms of revenue, development or in terms of <br />aesthetics. <br />A: <br />Mr. Mello noted that this will not be known until the money was spent to do the plans. <br />He provided an example of Chesterfield Valley after the 1993 flooding. They put a <br />plan in place, they master-planned the area and put a plan in place and then realized <br />their vision. Mr. Mello said that at the time of the 1993 flood, Chesterfield had no <br />plans. He said a plan will not wipe out any existing businesses in U City and said that <br />is a misconception. <br /> <br />Q: <br />Mr. Price said he would like for it to look nice but asked if it was worth fifty years, <br />giving something up and no opt out. He noted the difference between U City and <br />Olivette was that U City has high density and Olivette does not in some places. He <br />said he would not be happy with the development being on the Olivette side and would <br />not give up his interest to make Olivette side look way better than U City side.
