<br />Ms. Carr moved that the newsletter ROARS contain one column in which all <br />members of Council rotated turns to write and that those members of Council <br />who were facing an election would not write in those issues during that election <br />time and was seconded by Mr. Crow. <br /> <br />Mr. Crow noted that people in attendance may be trying to figure out what was <br />going on and think it had much to do about nothing, but it was indicative of past <br />conduct. He said they have regularly had issues with senior staff of the City and <br />members of Council having their own way of doing things and informing Council <br />later; whether it be the driving range; the last minute change to the Walgreens <br />Development that almost derailed it; the Parkview Gardens plan; the sale of land <br />on North and South, where there seem to be quite a difference in the level of <br />knowledge within the members of Council; the logo, where once again it was <br />brought to us as a fait accompli and the announcement of a records retention <br />policy that none of Council knew anything about. Mr. Crow said that previous <br />Council has set the precedent and again Council made a decision that did not <br />involve any of them. He noted for those who said that this is much to do about <br />nothing; all he would have said was that if you would like to change the Charter, <br />we are seven equals. <br /> <br />Mr. Price said historically the Council just rotated and it kept a lot of confusion <br />down then everybody got one shot to say whatever he or she wanted to say. He <br />said it was set in the past with how many words Council could have and they just <br />filled that up to say what they wanted to say. Mr. Price felt that was equal <br />because if he wanted to be Mayor, would he get a Mayor’s column too. Mr. Price <br />“Called for the Question”. <br /> <br />Mr. Glickert said that this was so childish that it was embarrassing, ridiculous and <br />sophomoric. He said Mr. Walker sent an email to everyone stating the situation <br />with the meeting that had the four of them and he believed no one responded <br />back to Mr. Walker. Mr. Glickert said if someone was running for office he was <br />sure they could be substituted by another Councilmember. <br /> <br />Ms. Carr stated that was not true because she responded. <br /> <br />Mr. Price stated he responded to the email. <br /> <br />Mayor Welsch stated that as Mayor of the City of University City and the <br />ceremonial head of the government as set forth in the City’s Charter, she or <br />anyone else who would be sitting in the Mayor’s seat would say that there certain <br />subjects that are City-wide, which that person should be responsible for <br />conveying to the residents. She suggested that right now it would include the <br />status of the sales tax distribution process in St. Louis County because it was a <br />big issue for the City and she, as Mayor of University City is sitting on that county- <br />wide taskforce. Mayor Welsch stated that another one would be the state of <br />current, ongoing, and potential collaborations efforts with surrounding <br />communities. She felt the Mayor, had a better position to convey to the residents <br />news events attended by only the Mayor. Mayor Welsch felt it was appropriate <br />for the Mayor to talk about the City-wide budget process. She said this issue <br />10 <br /> <br /> <br />
