<br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br /> 1. BILL 9177 – An ordinance amending various sections of Chapter 10, vehicles and <br />traffic, to revise various traffic regulations as provided herein. <br /> <br /> Mr. Glickert moved for approval and was seconded by Mr. Sharpe. <br /> <br /> Roll call vote was: <br /> Ayes: Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mayor Welsch <br /> Nays: <br /> <br />N NEW BUSINESS <br />RESOLUTIONS <br /> <br />BILLS <br /> <br />O. CITIZEN PARTICIPATION <br />Mr. Edward J. McCarthy, 7101 Princeton Avenue <br /> Mr. McCarthy asked Mr. Walker if the City was the budget still in balance after adding the <br />police station, the four new police officers, and the 2% increase in City employee’s <br />salaries. <br /> <br />Mr. Corge D. Umlauf, 7372 Northmoor Drive <br />Mr. Umlauf requested further clarification from Mayor Welsch’s comments regarding the <br />consolidation of the Board of Appeals. He said he was concerned because he had a <br />pending appeal in front of that board and was concerned about any legal ramification of a <br />change in the process after an appeal had been filed and the timing of having his appeal <br />heard. Mr. Umlauf also suggested that the City try to improve their communication on the <br />website regarding the members who sit on the boards because he searched and could not <br />find a listing of the Board of Appeals members. <br /> <br />Mr. Gregory Pace, 7171 Westmoreland <br />Mr. Pace said that he researched the law of the state, qualifying that he was not a lawyer, <br />but he thought that Mayor Welsch was wrong. Mr. Pace stated that it was raised to <br />reprimand Mayor Welsch, which he had no problem with, but in defense, it was raised <br />concerning the censorship of Mr. Price. He stated at the last meeting Mr. Edward <br />McCarthy, a citizen, was speaking in Council’s open session when Councilmember Price <br />interrupted him more than once and no one voiced an objection. He said that was <br />completely an inappropriate behavior. Mr. Pace said he has talked with citizens who are <br />scared to speak at the podium for being intimidated and when a Councilmember <br />interrupts, it does not make it any easier. He said that behavior was wrong. <br /> <br />P. COUNCIL COMMENTS <br />Mayor Welsch stated she attended the first Crime Safety meeting at Barbara Jordan <br />Elementary School. It was well attended and Chief Adams and Captains Jackson and <br />Ransom did a fine presentation <br /> <br />Mayor Welsch stated she attended the Metro Mayors group meeting which is a group of <br />large-city Mayors, not only in St. Louis County but in the region. <br />7 <br /> <br /> <br />
